Job Description Summary:
This role will provide professional-level financial knowledge and skills, including monitoring and analysis of the Municipal Court budget and performance measures to support financial decision-making under direct supervision. This includes functions such as: preparing and developing the annual operating budget, monitoring and tracking budgets for financial reporting, analyzing department and citywide performance measures, providing review and assessment of current and future fiscal years to confirm data and trend accuracy, and completing special projects. The role is expected to become a subject matter expert regarding the department's needs, and conclusions and recommendations must be presented unbiasedly and professionally.Job Description:
This is a 30-hour per week, salaried position. However, if the starting pay rate falls below Colorado's salary threshold for exempt employees of $56,585 per year, the role will be classified as non-exempt and paid hourly, with eligibility for overtime pay in accordance with state and federal laws.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Support leadership and management of the city and the Municipal Court. This includes, but is not limited to:
Assists the Court Administrator with planning for organizational, programmatic, and personnel changes.
Collaborate with partner departments, including Finance, IT, Community Vitality, Police, City Attorney’s Office, and City Manager’s office to implement and maintain shared databases and ensure clear communication and information sharing.
Performs financial research, including data collection, investigation, analysis, and development of project funding options.
Develops solutions and presents recommendations to the Court Administrator on budgetary and financial issues affecting the court.
Works collaboratively with court staff to improve processes and procedures.
Manages special projects, including department implementation of city-wide change initiatives and technology improvements.
Provides technical assistance, training, and information to co-workers and users from other City departments and outside agencies on the City's technical environment, architecture, computer systems, and applications.
Collects, analyze, and report findings on court data and trends over time to support leadership decision-making.
Ensures compliance with regulatory data retention.
Provides financial analysis and support for the department’s budget process, which includes but is not limited to the following:
Functions as liaison between the department and budget office.
Provides revenue and expenditure analysis and forecasting.
Creates, submits, and presents all budget submissions to the Department Director, the Budget Department, the Executive Budget Team, and City Council as needed.
Processes and verifies the accuracy of approved supplemental and carry-over budget requests.
Maintains budget entries, adjusting as costs or cuts are required.
Provides department financial oversight, including managing accounts receivable, accounts payable, and reconciling liabilities for the department, which includes but is not limited to the following:
Reviews daily deposits for accuracy, processes them in the financial system, and audits revenue deposits from third-party vendors.
Creates requisitions, purchase orders, contracts, refunds, and invoices in the financial system.
Performs daily, monthly, quarterly, and annual reconciliations of revenue funds, expenses, and liabilities to ensure the accuracy of information and compliance with citywide financial and management policies and work processes.
Develops and maintains reports and provide statistical data.
Works collaboratively with court staff, Finance, and other departments to resolve exceptions and makes all correcting journal entries.
Additional duties include the following: review and reconcile position allocation, petty cash, purchase card liaison, and process all travel requests.
Manage grants for the department, which includes but is not limited to the following:
Identifies unfunded project needs for the department and search for applicable grants.
Develops project scope and submits grant applications to various entities.
Manages and tracks grant transactions, report program progress, initiate financial reports, requests reimbursement from granting entities, and keeps historical documents.
Closes out grants and keeps the financial backup for record retention guidelines.
Reports regularly on grant project activities and status to the department, Finance, Budget, and City Council as needed.
Acquires and maintains any grant training required by local, State, or Federal entities.
Maintains a high level of professionalism, integrity, and communication with other staff members and with the public.
Provides excellent service to internal and external customers. Listens to questions and concerns, evaluating issues and possible solutions, fixing the problem as appropriate, and working with managers to address systemic problems.

MINIMUM QUALIFICATIONS

Knowledge of public budgeting and accounting practices
Valid Driver’s License and ability to maintain an acceptable motor vehicle record.
Have and maintain acceptable background information, including criminal and motor vehicle records.
PREFERRED QUALIFICATIONS
Knowledge of and proficiency with the following applications: Tyler Munis, Workday, Open Gov, or other financial management software.
Three (3) years of professional experience in the following (or closely related) fields: budget preparation/analysis, finance, and statistical analysis.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s degree in Accounting or a related field; or equivalent of eight (8) years related field experience may substitute for education requirement and;
Zero (0) to two (2) years of professional experience in the following (or closely related) fields: budget preparation/analysis, finance, and statistical analysis.

WORKING CONDITIONS AND REQUIREMENTS
Physical and mental effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard.
Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises. Requires schedule flexibility, occasionally working nights and weekends.
Machines and Equipment Used: Frequently uses standard office equipment including computers, telephones, calculators and copy/fax machines.
