The purpose of this classification is to delineate the job requirements for individuals who will supervise the team of workers responsible for the repair and maintenance of mechanical machinery/equipment at lift stations and related facilities.The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification.  They are not listed in any order of importance.  The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.
 
Supervises, directs and evaluates assigned staff, addressing employee concerns and problems, directing work, counseling, and managing employee performance; interviews candidates for employment.
 
Supervises and manages Lift Station utility mechanics involved in safely repairing/maintaining wastewater pumping station machinery and equipment. Provides direction, guidance, training, and assistance to employees; develops work schedules and makes work assignments; monitor status of work in progress; inspect completed work.
 
Supervises the coordinating and monitoring safe work activities with those of other divisions, departments, contractors, or others as needed; consults with supervisor to review work activities, status of work, and concerns; makes suggestions to management for improvement of productivity; maintains records of work activities.
 
Position oversees the monitoring of the City’s Supervisory Control and Data Acquisition (SCADA) and telemetry systems. Assist Mechanics with the receipt, evaluations, troubleshooting, and coordinating response to wastewater pumping stations alarms.
 
Maintains an electronic file system on a computer/server based maintenance management system to generate and manage work orders, enter, retrieve, review or modify data; maintain logs/records of test results, assorted meter/gauge readings, chemical applications and other data.  
 
Supervises and assists as needed with inspections, troubleshooting, and performance of mechanical repair/maintenance on wastewater pumping station  machinery/equipment, wet wells, pumping station control panels, telemetry, and related facilities; installs new systems, upgrades existing systems, and replaces old equipment; Oversees the performance of preventive maintenance and minor welding; schedules repairs and preventive maintenance work to maximize efficiency of equipment; Coordinates and schedules testing of machinery, equipment and parts for proper operations; Evaluate problem situations with mechanic staff.
Oversees and maintains procedures for the diagnoses, installations, disassembling, maintenance, and repair of wastewater pumping station  which may include submersible and dry pumps, engines, drives, motors, generators, controls, chemical feed piping, media filters, control valves, hydraulic valves, control panels, air release valves, vacuum systems,  and other machinery.
 
Supervises and, as needed, performs various repair/maintenance tasks to maintain operation efficiency and safety of buildings, machinery, equipment, and tools. These tasks may include inspecting equipment and reporting any defects,  oiling/greasing/lubricating machinery, pressure washing/cleaning equipment and facilities, painting buildings and machinery, rebuilding/aligning motors/pumps,  cutting/fitting pipes, repairing/replacing valves, repairing chemical lines, replacing mechanical parts, checking/ replacing fluids, checking containment areas, checking generators, exercising valves, locking out defective equipment, performing  lift station drawdowns, welding/fabricating and assembling metal parts and components, cleaning wetwells, resetting timers for automatic lights, calibrating machinery, digging holes/ditches, or lifting/moving heavy materials; transports, loads and unloads various equipment and materials used in projects.
 
Trains mechanics in the safe operation of a variety of machinery, equipment, light electrical and tools associated with work activities, which may include a crane, forklift, air compressor, pressure washer, generator, pump, confined space hoist, gas detector, welder, cutting torch, drill press, drill, saw, grinder, meters, gauges, self-contained breathing apparatus, ladder, carpentry tools, pipefitting tools, mechanic tools, calibration equipment, and diagnostic instruments.
 
Establishes and enforces the use of safety procedures and practices, continually promotes a safe work environment to ensure safety of employees and other individuals.
 
Ensures that the appropriate inventory levels are maintained; including parts, equipment, tools, and supplies Oversees requests for new or replacement materials; monitors and documents incoming deliveries.
 
Completes or processes various forms, reports, correspondence, work orders, daily work reports, generator sheets, containment area sheets, confined space entry sheets, warehouse order sheets, drawdown reports, fuel reports, parts lists, overtime sheets, vacation requests, performance appraisal forms, or other documents. Forwards or retains as appropriate.
 
Communicates via telephone e-mail and/or two-way radio; provides information and assistance; takes and relays messages; responds to requests for service or assistance.
 
Communicates with supervisor, employees, other divisions, other departments, contractors, the public, and other individuals as needed, to coordinate safe work activities, review status of work, exchange information, or resolve problems.
 
Reads professional literature; attends workshops and training sessions as appropriate to keep abreast of new procedures, trends, and advances in the profession.
 
Provides direction, guidance, training, assistance and coverage to other employees, as needed.
 
Monitors and encourages staff to pursue career path advancement
Performs other related duties as required.
  • High school diploma or equivalent; Technical training in mechanical, piping and water treatment system repair/maintenance.  
  • Seven (7) years previous experience within Lift Stations, that includes mechanical repair/maintenance of wastewater pumping stations and related mechanical and piping systems.
  • Two (2) years of experience performing in a lead or supervisory capacity within a utility functional area.  
  • Must possess and maintain the State of Florida Wastewater Collection System Level A Certification. 
  • Must possess and maintain a valid Class B Commercial Florida Driver’s License (CDL). If in possession of an equivalent license in another state, must have the ability to obtain a Florida CDL license within thirty (30) days in position. 
  • Must possess a valid certification to operate a crane and forklift or be able to obtain said certificates within sixty (60) days in position.
 
Possession of an Associate’s degree in engineering, business or public administration or in a related field can substitute for two (2) years of functional area experience.Effectively communicates with employees, supervisor, other departments, contractors, engineers, utility companies, and vendors, outside agencies, the public, and other individuals as needed to coordinate safe work activities, review status of work, exchange information, or resolve problems.
 
Accurately and expeditiously receive and deliver messages and information to the appropriate individuals.
 
Ability to prepare accurate and thorough written records and reports.
 
Ability to communicate effectively both orally and in writing.
 
Ability to understand and communicate oral and written instructions to staff for the successful safe completion of tasks.
 
Ability to understand and quickly and accurately follow brief oral and written instructions on moderately complex matters.
 
Ability to establish and maintain harmonious relationships with Supervisor, customers, other employees, other departments, other governmental and regulatory agencies, and the general public as needed.
 
 
KNOWLEDGE, SKILLS AND ABILITIES
 
Ability to supervise mechanics and effectively interact with supervisors and other utility department staff, as well as the public and outside agencies.
 
Skilled at developing work schedules and issuing assignments.  
 
Skilled at coordinating safe work activities with other departments, divisions or outside contractors as needed.
 
Substantial knowledge and experience with various wastewater pumping station equipment, as well as the ability to operate and instruct others how to safely and efficiently operate various machinery, equipment and tools required for their maintenance.
 
In-depth knowledge of various repair/maintenance procedures which may include, but not limited to,  oiling/greasing, pipe fitting and repair, chemical handling, mechanical assembling/welding/fabrication.
 
Ability to research equipment updates and available vendors for replacement parts, as well as coordinate and or perform preventative maintenance procedures.
 
Ability to read and interpret technical manuals, drawings and other reference documentation.
 
Ability to mentor and instruct other mechanics and provide guidance and oversight of their maintenance and repair activities
 
Ability to operate a computer for operations monitoring via SCADA, and data entry/retrieval via various software applications such as MS Office, e-Builder, Asset Management System and GIS.
 
Knowledge of and the ability to follow and promote safety procedures and properly utilize personal protective equipment (PPE).
 
Ability to supervise a team of workers in machinery/equipment repair and maintenance.
 
Ability to perform quality checks on maintenance and repair activities performed by others.
 
Ability to perform minor repairs of facilities and assist with general building/grounds maintenance work as needed.
