Job Description

Department/Location: Administrative Services/ Housing Division

FLSA Status: Exempt

Classification: Essential: This position is an essential classification and will require the employee to report to duty before, during and after a hurricane or emergency.

Schedule: This position normally works a regular weekday daytime shift and may require work hours beyond a normal schedule, evenings, weekends and holidays and/or immediate response to emergency conditions.

Supervision Exercised: Housing and Community Development Specialist

Supervision Received: Reports to the Director of Administrative Services

General Purpose of the Position: Plans, directs, supervises, and evaluates the operations of the Housing and Community Development Division, under the general supervision of the Director of Administrative Services. Performs a variety of duties in the administration of Grant programs and in managing the activities of contractors and consultants working on Grant funded projects and activities. Provides direction during the planning, design, and land acquisition and construction phases of assigned projects to ensure a quality project is produced according to federal program rules in a timely and cost-effective manner.

Essential Duties and Responsibilities:

  • Performs complex administrative and management duties in the Housing and Community Development Division.
  • Manages and administers the Community Development Block Grant (CDBG) program.
  • Develops and reviews project scope, bidding methodology, land use requirements, construction cost estimates, project benchmarks, and project phasing for CDBG construction projects.
  • Reviews and coordinates approval of assigned construction plans, specifications, and contract documents prior to bid process for CDBG-funded construction and infrastructure projects.
  • Directs contract negotiations with sub grantees of the CDBG program and with other housing program agents.
  • Monitors the Federal Integrated Disbursement and Information Systems (IDIS) for all HUD programs.
  • Prepares required grant applications and reports for CDBG and housing/community development projects and programs.
  • Performs statistical research and analysis.
  • Develops and monitors contracts with other agencies and individuals.
  • Directs, coordinates and analyzes the development of studies, grants, programs, activities, and legislation.
  • Supervises the development and administration of division programs regarding community development and housing.
  • Formulates, implements and reviews short-and long-term Division and program policies, objectives, goals and plans.
  • Prepares, controls and monitors the Division’s budget, expenditures and administration of grant funds.
  • Establishes effective procedures to audit, monitor and evaluate Divisional activities for effectiveness, sound fiscal management and adherence to grant provisions, legal requirements and Department and City of Bradenton policies.
  • Submits reports and makes recommendations to appropriate committees, agencies and government units.
  • Maintains high degree of knowledge and understanding of regulatory compliance necessary to successfully perform job duties.
  • Consults with government staff, consultants, architects, attorneys, engineers, businesses and private and public developers as necessary. Directs citizen participation processes regarding CDBG and other housing programs.
  • Makes presentations to Mayor, City Council, City Administrator, and the general public on programs and fund allocations.
  • Consults with State and Federal programs and fiscal monitors to ensure adherence to policies, regulations, directives and recommendations.
  • Responds to inquiries, requests, and complaints as necessary.
  • Provides assistance to serve on appropriate public and private boards and committees.
  • Provides for the hiring, training, evaluation, and discipline of employees.
  • Delegates authority and responsibility to staff as necessary to administer the projects and activities of the Division.
  • Establishes and enforces rules and procedures for efficient management and proper job performance.

Knowledge, Skills and Abilities Required:

  • Knowledge of principles and practices of municipal organization, budgeting, and administration.
  • Thorough knowledge of modern principles and practices in planning, zoning, and subdivision/land use control.
  • Knowledge of principles and techniques of systems and procedures, analysis, and grant writing.
  • Knowledge of supervision, training, and performance evaluations applicable to Federal, State, and local laws, rules and regulations pertaining to local government operations in assigned areas of operation.
  • Ability to plan and administer a municipal budget linked to Federal and State funding and interpret Federal and State regulations and implement effective programs in accordance with those regulations.
  • Ability to direct, coordinate and analyze varied public programs.
  • Use tact, discretion, respect, persuasion, diplomacy and courtesy to gain the cooperation of others.
  • Ability to establish and maintain effective working relationships with Mayor, City Council, City Administration, Department Heads, employees, outside agencies, the media and the public, as necessitated by the work.
  • Strong ability to explain complex topics to a wide audience.
  • Must possess strong organizational, writing and public speaking skills. Ability to communicate effectively, both orally and in writing and maintain confidential relationships and information.
  • Ability to plan, direct and coordinate the work of others.
  • Provide information regarding regulations, requirements and procedures, coordinates housing and neighborhood activities with other departments and develop effective procedures and actions necessary to resolve problems.
  • Other related duties as assigned.

Computer Equipment and Software Requirements: Ability to use various computer software programs to perform assigned work.

Education and Experience Required: Bachelor’s Degree from an accredited college or university with major course work in Public Administration, Urban Planning, Business Administration, or a related field of study. Four (4) years of progressively responsible management experience in community development, planning, housing, finance or a related field. Master’s degree in public administration or urban planning is desirable.

At the discretion of the City Administrator or designee, an equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills, and ability to successfully perform the essential functions of the job will be considered.

Good driving record. Possession of and the ability to maintain a valid Florida driver’s license.

Pay Grade: 128 Salary Range: Minimum: $68,078 Mid Point: $85,098 Maximum: $102,118
