General Purpose of the Position : The purpose of this position is to coordinate and perform a wide variety of complex, professional work in such fields as community services, housing, and community development funding, specifically but not limited to Community Development Block Grants and Florida State Housing Initiatives Partnerships funding; To provide an on-going review of housing and community development activities; and implement procedures required for the efficient administration of the housing and community development programs to comply with Local, State and Federal mandates.
Essential Duties and Responsibilities :
- Coordinate required grant applications and reports for the Community Development Block Grant (CDBG) program, the State Housing Initiatives Partnership (SHIP), and other housing / community development projects and programs.
- Perform statistical research and analysis for the development of goals, activities, and program reports.
- Complete environmental reviews on projects financed with federal funds.
- Assist the Program Administrator with monitoring overall program performance to ensure that funds are being spent on eligible activities in a timely fashion.
- Assist with the management of the Federal Integrated Disbursement and Information Systems (IDIS) for all HUD programs. This includes the ability to assist in the development of Consolidated Plans, Annual Actions Plans, substantial amendments, and Consolidated Annual Performance Evaluation Reports (CAPERs).
- Assist with entering data and running reports in the Community Development Manager (CDM) system, the city's internal client and project database. Detailed entry will ensure that electronic files are complete and accurate.
- Track liens as they expire so that a release on the property can be processed.
- Communicate with lenders and other parties regarding the city's down payment assistance and housing rehabilitation liens,and provide lien payoff statements for those requesting them.
- Review liened properties to ensure that homeowners are complying with the terms of their agreements with the city, and pull a 10% sample for a physical inspection of the premises. For those out of compliance, be able to communicate concisely what the noncompliance issue is and how to remedy the noncompliance issue.
- Conduct public outreach events in the community to secure citizen input for the planning process. If citizens have questions regarding the programs, be able to respond knowledgably about the city's grant programs and who they serve.
- Coordinate and develop contracts with other agencies and individuals. Provide technical assistance to grant sub-recipients as needed in order to ensure contract compliance. Monitor contract performance through a combination of desk monitoring and onsite monitoring,and be able to provide constructive written feedback as needed.
- Review performance reports and payment requests submitted by sub-recipients to ensure they are reporting on the accomplishments outlined in their contract. Ensure that sub-recipients are requesting payments only for items included in their contract budget. If sub-recipient contract needs to be amended, be able to supply guidance on the process.
- Review payment requests from contractors working on housing rehabilitation projects to ensure that they have completed the work required under the draw schedule and that the necessary building inspections have been completed.
- Assist with application review and income verification.
- Perform inspections and meet clients off site (requires driving).
- Prepare and submit documentation for State Historic Preservation reviews.
- Work with members of the Affordable Housing Advisory Committee. Assist with meetings, minutes and annual Incentive Strategies Report.
- Prepare Council resolutions and memorandums for approval.
- Reserve adverting space in local papers and write copy. Process payments when invoices arrive. Keep copies of all ads for reporting purposes.
- Other duties as assigned.
Skills and Physical Abilities Required :
Computer Equipment and Software Requirements : Computer software programs such as Microsoft Office; Hardware such as telephones, digital camera, copy machine, printers, fax machine, calculator, and other office equipment; city vehicle.
Education and Experience : Bachelor's Degree from an accredited college or university with major course work in Public Administration, Business Administration, Finance, Urban Planning, or a related field of study that is likely to contribute to successful performance of the position is required. One year of experience in community development, community services, housing, grant management, finance, or related field is required. Possession of (or ability to obtain) and the ability to maintain a valid Florida driver's license is required.
