Classification : Essential : This position is an Essential Classification and will require employee to report to duty as needed in the event of an emergency or hurricane.
Schedule : This position generally works a regular weekday daytime shift and may require scheduled and non-scheduled work outside of normal working hours. This may include evenings, weekends, holidays, or other critical times in response to emergencies.
Supervision Exercised : Exercises supervision over other Information Technology (IT) Department
full-time, part-time, contractual employees as assigned.
Supervision Received : Works under the general supervision of the Information Technology Director. This position requires self-management and initiative.
General Purpose of the Position : Under th e broad supervision and direction from the IT Director, this position is responsible for managing and overseeing the City's information management systems. This includes the network infrastructure, computer hardware, software, applications, and help desk operations. Work is performed with a high degree of independence, sound judgement, and initiative. This position requires exceptional leadership to effectively manage operations, ensuring 24 / 7 high- availability systems that support critical services such as Public Safety.
Essential Duties and Responsibilities :
- Oversee daily operations of the City's IT systems, including the network, workstations, applications and the help desk.
- Manage technology projects and operational activities by receiving, prioritizing, and assigning project requests. Establish project timelines and delegate tasks to appropriate staff.
- Plan, organize and implement computer network activities including equipment configuration, deployment, and updates.
- Coordinate daily work activities, organize, prioritize, and assign tasks, monitor work progress, and review completed work to ensure quality.
- Assist staff with complex issues and provides technical expertise.
- Establish and administer quality control procedures and standards.
- Stay informed on current trends and developments in networking infrastructure and security in order to recommend modifications and upgrades to the City's information systems.
- Maintain comprehensive knowledge of current laws and regulations and remain aware of new technology projects, trends, and advances.
- Ensure departmental compliance with all relevant codes, laws, rules, regulations, standards, policies and procedures.
- Recommend computer-related expenditures within the budget and assist in preparing the annual budget for all computer-related equipment and peripherals.
- Communicate effectively with internal and external team members.
- Maintain and communicate project schedules, reports, and documentation.
- Maintain a current understanding of departmental business functions as they relate to IT.
- Protect the organization's value by keeping information confidential.
- Attend technical meetings, user groups, seminars, and training session as appropriate.
- Escalate high priority and / or complex situations to the IT Director as required.
- Address security concerns and / or escalate them to the IT Director as required.
- Assist the IT Director in projects and duties as assigned.
- On-call as scheduled with a high level of availability.
- May act as the Department Director in his / her absence.
- Promote courtesy and professionalism throughout the City of Bradenton.
- Other related duties as assigned.
Skills and Physical Abilities Required :
Computer Equipment and Software Requirements : Must be highly proficient in using various indicators and reporting tools to assess the overall health of both the department and the City's systems and resources. Should possess a strong understanding of high availability technologies employed by the City including disaster recovery, advanced security methodology, virtualization, shared storage, multisite replication, wired and wireless access, VPNs, VoIP, SaaS, and general networking principles.
Education and Experience Required : Bachelor's degree in technology or related field with five (5) years of experience working in a technical environment and three (3) years of experience managing a technical environment. At the discretion of the hiring manager, a comparable amount of training, certifications, and / or experience may be substituted for these qualifications. Certified Government Chief Information Officer (CGCIO) or Certified Public Technology Manager (CPTM) certifications preferred. Possession of and ability to maintain a valid Florida driver's license.
FDLE / CJIS Requirement : Previous FDLE or other security clearances are preferred. This position requires the candidate be certified by the Florida Department of Law Enforcement for work using systems that contain offender and criminal data. A thorough background check, including a polygraph, will be required for an offer of employment for this position.
Environmental Conditions : Indoor. Must be able to work closely with others and under possible stressful conditions.
