Classification: Essential: This position is an essential classification and will require the employee to report to duty before, during and after a hurricane or emergency.
Schedule: This position normally works a regular weekday daytime shift and may require work hours beyond a normal schedule, evenings, weekends and holidays and/or immediate response to emergency conditions.
Supervision Exercised: Permit Staff
Supervision Received: Reports to the Building Official, Director of Planning & Community Development, Assistant Director of Planning & Community Development or designees.
General Purpose of the Position: Under general direction, plans, organizes, oversees, coordinates, and reviews the work of staff performing technical support related to the efficient and coordinated review and processing of permit applications and operations of the building permit counter. Manages the effective use of the City's permit resources to improve organizational productivity and customer service and provides highly complex and responsible support to the Building Official and others in areas of expertise. Is responsible for supervising and participating in all permit application review and processing services to include performing diverse, specialized, and complex work involving significant accountability and decision-making. Organizes and oversees day-to-day activities and operations of the permit staff and counter services. High level of skill in development review, as well as coordinating work with other City departments and external agencies.
Essential Duties and Responsibilities:
· Manages all building permit operations. Ensures permits are reviewed and issued in a timely manner per State Statute, and in accordance with established permitting codes, regulations, policies, and procedures.
· Plans, organizes, assigns, supervises, and reviews the work of staff; trains staff in work procedures and evaluates employee performance.
· Manages the life cycle of the application and permit process. Monitors the complex procedures of the permitting division. Provides daily oversight and management of all applications and permitting processes. Provides supervision to assigned staff.
· Reviews and recommends new methods and procedures to make daily operations more efficient. Performs considerable short-term and long-term planning, scheduling, and coordinating within area of responsibility. Interprets and implements management policies for area of responsibility.
· Prepares various reports on activities, programs, and projects; recommends and assists in the implementation of goals and objectives and implements policies and procedures.
· Determines and recommends staffing needs for assigned activities and programs; participates in the annual budget preparation; prepares detailed cost estimates with appropriate justifications, as required.
· Prepares routine reports of work performance on a daily and annual basis for permitting staff.
· With permitting staff, prepares required reports with outside agencies and coordinates regular reporting to the Manatee County Property Appraiser.
· Oversees record management and public records requests for the Building Division.
· Coordinates with other divisions and departments in the review and inspection of permits.
· Establishes and enforces clear procedures for submittal, distribution, and review of building permit applications to ensure that all City divisions and departments, as well as outside agencies complete processing and reviews in accordance with established timelines.

Equipment Used: Computer, tablet, cell phone, telephone, portable/mobile radio, and automobile. Proficient in use of Microsoft Office products, SharePoint, permit software such as Accela Permits Plus, GIS mapping software and associated programs and equipment., and related software systems (financial/cashiering).
Education and Experience Required: Bachelor’s degree in Business Administration, Planning, or related field. A minimum of five (5) years of experience in planning and, permitting; or experience in the public or private sector providing excellent customer service; or experience with pertinent computer software systems. A minimum of three (3) years’ supervisory or managerial experience required.
Must possess an International Code Council (ICC) Permit Technician Certification. Must obtain needed CEU's within the required timeframe to keep certification valid for renewal.
At the discretion of the City Administrator or designee, an equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills, and ability to successfully perform the essential functions of the job will be considered.
Good driving record. Possession of and ability to maintain a Florida Driver’s License required.
