The salary indicated above included longevity, 1.25% commencing 6 through 10 years, 2.25% commencing 11 through15 years, 3.75% commencing 16 through 20 years, 7.75% commencing 21 through 25 years, 9% commencing 26 years and over (salary reflects 2023 salary rates).

Under direction manages, directs, and coordinates activities of assigned programs and personnel within the department to ensure operational efficiency in that goals and objectives are met.  Prepares reports as directed, trains personnel, prepares and monitors training programs, budgets, public relations and enforces department policies and procedures.  

A Police Lieutenant must be able to handle a wide range of assignments with relative independence and limited direction. Work is performed under the general direction of a Police Captain. Management and supervision is exercised over the work of Police Sergeants, Police Officers, and/or civilian employees.

  • Coordinates and manages the organization, staffing and operational activities, programs, functions, and services for an assigned division.
  • Manages the activities of assigned subordinates.
  • Ensures adequate coverage for all shifts or units; schedules assignments to assure work and assigned tasks are performed efficiently and according to appropriate guidelines, procedures, regulations, and departmental goals.
  • Prepares, reviews and maintains daily, monthly and annual reports and records.
  • Coordinates and manages activities of an assigned unit.
  • Reviews arrest reports for completeness and compliance with regulations.
  • Acts as a liaison between divisions, units and other city departments to solve problems and assure smooth operations.
  • Assigns work to employees; directs, coordinates, and review the work plans for the assigned operations
  • Reviews reports and monthly activities; assigns tasks; and devises and implements methods to increase efficiency of assigned division.
  • Assists in the development of policies, procedures, budget, and disciplinary issues.
  • Conducts research projects and coordinates information collection and crime analysis.
  • Provides administrative information by coordinating and directing reports regarding overall activities.
  • Establishes and maintains a line of communication with various community groups and organizations.
  • Responds to public inquiries to ensure effective public relations.
  • Designs, implements, and administers, various management, information and/or communication systems.
  • Applies for and administers grants.
  • Conducts audits.
  • Serves on committees or task forces to represent the Police Department by giving guidance, providing information and recommendations.
  • Responds to major crime and accident scenes. Assumes command of police activities.
  • Coordinates assigned services and activities with other divisions and outside agencies.
  • Prepares work schedules, vacation schedules and emergency assignments. Ensures staffing coverage for assigned shifts and the deployment of Police Officers into appropriate areas.
  • Monitors sick and overtime patterns for signs of abuse or excessive use. Takes corrective measures as necessary.
  • Assists with development of department operating policies and procedures.
  • Communicates information between line employees and command staff.
  • Assists with development of Division's budget, goals, objectives, and work plans.
  • Receives citizen complaints. Resolves complaints and personnel matters.
  • Conducts internal investigations as assigned.
  • Produces documents including administrative studies, performance evaluations, and disciplinary investigations.
  • Addresses and solves issues by devising appropriate work plans and methods.
  • Provides employee counseling.
  • Resolves contract or collective bargaining agreement issues.
  • Conducts/attends staff meetings to assess accomplishment of work goals and objectives; modifies plans as required.
  • Periodically inspects personnel and equipment to ensure compliance with Department regulations.
  • Confers informally and in meeting format with the public and representatives of business and civic organizations to discuss police operations, problems, and concerns of the group addressed.
  • Responds to public and/or media inquiries and requests for information, including proper processing of requests made under the Washington Public Records Act.
  • Ensures that required employee in-service and other training requirements are met.
  • Resolves internal differences and disputes.
  • Participates in the procedures for the hiring and promotion of personnel.
  • May perform duties of subordinate commissioned police ranks.
  • Performs other duties as required.

Other Duties – Regular attendance is an essential requirement – Performs related work as assigned and/or required

  • Must have two years of experience as a Sergeant with the Bremerton Police Department or one (1) year of experience as a Sergeant with the Bremerton Police Department and two (2) years of experience as a Corporal with the Bremerton Police Department, at time of appointment.
  • A valid Washington State driver's license is required and must be maintained.
  • Washington State Peace Officer Certification

Knowledge of:

  • Modern law enforcement principals, procedures, techniques and equipment.
  • Applicable federal, state and local laws and ordinances.

Skills in:

  • Oral and written communications, establishing and maintaining working relationships, public relations, analysis, personnel management and organization.
  • Planning, organizing and directing the work of others.
  • Effectively deploying and reviewing the work of staff.
  • Planning and coordinating the work of subordinates and staff.
  • Establishing and maintaining an effective working relationship with other city employees and the general public.
  • Making decisions in critical situations.
  • Communicating effectively orally and in writing.
  • Use and care of firearms.  Must be able to accurately fire weapons, clear malfunctions, disassemble, clean and inspect weapons.

Ability to:

  • Operate motor vehicles, radios and related police equipment with proficiency.
  • Work closely with other department management personnel in planning and directing operations for the entire department.

Oral Examination: A panel will evaluate the applicant’s training, experience, and ability to perform the job.  Placement on the eligibility list is determined by weighted examination scores as follows:  Oral Examination - Passing Score 70% - Weight  100%  Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list. 

TENTATIVE TESTING SCHEDULE: Oral examinations dates are TBD. Candidates will be notified once a definitive date has been established. The required attire for the oral examination is Class A uniform.

LEGAL and REGULATORY EMPLOYMENT CONDITIONS Fair Labor Standards Act: The classification is non-exempt under the laws of fair Labor Standards Act minimum wage and overtime provisions.

Representation:  The classification is included in the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the Bremerton Police Management Association. 

Civil Service: The classification is included in the City's Civil Service System.

Appointment and Removal Authority: The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with Civil Service Rules.
