Summary

Under the direction of the Director of Municipal Gas and Utility Services, the Utility Project and Warehouse Manager is responsible for providing administrative oversight of large, utility infrastructure projects that use outside contractors as identified in the Capital Improvement Plan (CIP), and ensure compliance with all city internal controls, utility construction standards, grant and regulatory requirements. The Utility Project and Warehouse Manager is responsible for overseeing project coordination, including oversight of the Central Warehouse operations.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Provides administrative oversight for the City's study, design, and construction of large utility CIP projects, such as inspections, permitting, and project close-outs to ensure all phases of design and construction are completed within plans and specifications;
  • Supervises personnel in assigned departments, including assigning and reviewing work, conducting performance reviews, and recommending and executing personnel actions such as hiring, transferring, promoting, disciplining, or dismissing employees;
  • Assists with the review of utility project design and construction plans, specifications, cost estimates, bid packages, change orders, pay requests and inspections for accuracy and compliance with city internal policies, construction standards and regulatory requirements;
  • Ensures the City's centralized inventory at Central Warehouse is safeguarded to protect against shrink, obsolescence, and to maintain the physical structure and environment;
  • Reviews feasibility studies, preliminary engineering reports, different types of technical reports, regulatory compliance materials, and other project evaluations;
  • Ensures utility Capital Improvement Projects are constructed in accordance with construction documents with minimal interruptions to construction schedules and timelines;
  • Assists with the preparation, negotiation, and administration of contracts with engineering, architectural, and surveying and other professional services;
  • Coordinates contract process for utility project from legal review to council approval;
  • Oversees communication company permit request and process for work done in city right of way;
  • Presents material and information to the Director of Municipal Gas and Utility Services, General Manager of Public Utilities, City Manager, City Council, other officials and city boards when required; and
  • Represents the city at various public events, meetings, and conferences related to utilities.

Supervisory Responsibilities

Supervises departmental personnel, including assigning and reviewing work, conducting performance reviews, and executing personnel actions such as hiring, transferring, promoting, disciplining, and dismissing employees.

Education and/or Experience

High school graduation or its equivalent, Bachelor's degree preferred. Three to five years of progressively responsible experience in municipal utility project construction and management including budgetary responsibility and regulatory compliance; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

Knowledge Of

Possess knowledge of the principles and practices of engineering as applied to the design, construction, and maintenance of utility systems; Federal, State, and local laws, regulations, and ordinances, pertaining to public utility departments; knowledge of INCODE software system for budgetary and procurement processes; knowledge of local government procurement procedures and requirements; general management principles, budgeting principles practices, procedures, and safety codes; computers; and standard office practices and procedures.

Skill/Ability To

Analyze and evaluate data; prepare concise and accurate reports; perform basic and complex mathematical calculations; read and understand policies and procedures; read and understand plans, specifications, easements, license agreements, survey notes, and contract document; exhibit attention to detail, accuracy, and safety; excellent communication skills, both orally and in writing; and ability establish and maintain effective working relationships co-workers, the general public, contractors, engineers, architects, and others, and read and understand manuals, policies, and other documents.

Certificates, Licenses, Registrations

Valid Class C Texas driver's license.

The employee is required to bend from the waist, crouch or squat, kneel, sit, crawl, climb, twist, and reach with arms and hands. The employee is required to perform job duties from various heights, lift and/or move objects weighing up to 50 pounds, such as materials and equipment, and must carry, push, and pull materials. The employee must be able to see clearly, with or without vision correction, in close situations, at a distance, and peripherally, and be able to adjust focus.

The work environment requires that the employee exercise caution at all times and adhere to safety standards to avoid the risk of personal injury. The employee is exposed to outdoor elements, loud noises, vibrations, and respiratory hazards such as dust, gases, and chemicals. The employee may be required to work near utility services such as electric and gas service. The work environment is noisy and distracting.
