The City of Brooklyn Center is seeking a dynamic City Engineer to join our Engineering Division to help shape the future of Brooklyn Center. Long regarded for its well-established public works practices the department is expanding its focus to topics such as placemaking, contributing to community health, operational sustainability, and environmental stewardship.
  
The City Engineer is responsible for directing, planning, organizing and supervising of assigned activities and personnel of the Engineering Division of the Public Works Department. The focus of this position includes planning, design, construction, inspection, administration, and maintenance of public infrastructure including the capabilities of performing complex technical engineering work for environmental, water, sewer, street and other public works projects and programs under the direct supervision of the Director of Public Works.

The current opening is a full-time, benefit-eligible, exempt position located at City Hall in Brooklyn Center, MN.

  • Directs all engineering functions to ensure effective engineering support for all City operations. Supervises the work of the engineering staff in coordinating the construction of various public works projects. Recommends the use of consultants, outside contractors or city resources.
  • Provides the City with professional and technical assistance relating to all aspects of the municipal water supply system, the sanitary sewer system and storm drainage system, including planning for improvements, and the operation and maintenance of these systems.
  • Plans, directs, manages and supervises all aspects related to the City's capital improvement projects: project planning, programming and delivery, concept design, environmental assessment, special assessment determinations, right-of-way acquisition, design and plan preparation, construction inspection, public involvement and communication, project and contract management, technical investigation and evaluation, permitting, surveying, records maintenance and record drawing production and maintenance.
  • Serves as a liaison and advisor for the City with consulting engineers, government agencies, developers and others to ensure the coordination of development activities within the community as planned.
  • Coordinates activities with other departments, consultants, utility companies, and other governmental agencies in conjunction with City projects.
  • Administers the traffic safety program by providing technical assistance, coordinating traffic engineering studies and provides recommendations to the Administrative Traffic Committee (ATC) to ensure that traffic controls are consistent with City policies and the Minnesota manual on Uniform Traffic Control Devices (MMUTCD).
  • Assists in collecting and organizing data and preparing reports to meet the Municipal State Aid and Minnesota Department of Transportation reporting requirements (i.e. Certification of Mileage, Needs Update, Traffic Volumes, etc.)
  • Works with developers in planning and coordinating development, prepares subdivision agreements, and represents the Public Works department at City Council meetings, Planning Commission meetings, and other public meeting events. This position will require attendance at some evening meetings. 
  • Directs and supervises all aspects of the annual operating budget for the Engineering division, capital improvement budget for public works projects and other financial analysis for public works programs.

Supervision:

  • Directs and supervises the work of engineering staff in the Engineering division.
  • Manages and directs the programming and delivery of outsourced projects that often includes regionally significant, multi-jurisdictional projects.
  • Provides training of technical staff to maintain current knowledge and certifications.
  • Ensures effective and proper utilization of personnel and resources in all areas of assigned responsibility.
  • Evaluates the job performance of assigned personnel and recommends pay increases, promotions and discipline as necessary.
  • Freely shares information needed so employees can make decisions and do their job.
  • Actively involves employees in the decision-making process.
  • Helps employees acquire the material, equipment and knowledge they need to do their jobs.
  • Communicates goals and objectives so employees know what is expected of them.
  • Encourages employees to develop their talents and participate in training opportunities.
  • Recognizes accomplishments in a timely manner.

General:

  • Assists the Director of Public Works with the planning, coordination, and supervision of Public Works programs for the City.
  • Keeps Director of Public Works informed of significant activities, developments, assignments, problems, issues, errors, complaints or concerns as they arise.
  • Prepares reports and information for use in reports and public presentations.
  • Remains current on all specifications, regulations, codes, construction practices, and generally accepted engineering standards, legislation and policies.
  • Monitors, analyzes and briefs City staff on relevant legal issues of interest or legislation that affects the procedures followed and services provided by the division.
  • Represents the Engineering division in dealings with the public, presenting and explaining various assigned projects at public meetings, over the phone, via email and occasionally in one-on-one meetings with residents and/or business owners.
  • Conducts research and prepares amendments to or develops new ordinances, codes, practices, policies and procedures that increases efficiency and effectiveness of operations and promotes the protection of environmental resources and assets as may be required by federal and state regulations and plans.
  • Coordinates and attends training seminars, conferences and other educational opportunities to ensure up-to-date and modern skills and knowledge that pertains to the proper execution of the duties and responsibilities of this position.
  • Enforces safety and environmental rules and regulations.
  • Attends industry-related and civic organization meetings as requested by the Director of Public Works.
  • Creates reports and documents as requested.
  • Performs other related duties and assumes other responsibilities as apparent or specifically assigned.



  • Bachelor's degree in civil engineering from an accredited college or university.
  • Four years' work experience in a municipal engineering setting.
  • Professional registration in the state of Minnesota or ability to obtain same within six months of hire.
  • Valid Driver’s license, and ability to obtain Minnesota license within six months of hire
  • Knowledge of city’s interrelationships with other governmental bodies (i.e. State Aid – MNDOT, Hennepin County, Watershed Districts, DNR, etc.)
  • Must have the ability to walk over rough terrain during site inspections and the ability to lift a 35-pound object to a height of five (5) feet. 
  • Must have the ability to move about City facilities or the community to manage projects as assigned


Desired Qualifications

  • Experience with and complete understanding of the project development process from preliminary design to contract administration and acceptance.
  • Experience with State Aid standards, municipal utility design and operation, and stormwater hydrology and hydraulics design and operation.
  • A thorough understanding of the Minnesota Statute 429 assessment process with knowledge of assessment procedures and other project financing approaches.
  • Experience with the design and construction of various public improvements; including multi-modal projects.
  • Experience managing budgets, project funding and contracts.
  • Experience with a municipality or other governmental body.
  • Supervisory experience of technical personnel in an office/project setting.
  • Experience in working on projects with multiple project partners.
  • Ability to speak, read or write any language other than English, including sign language.
  • Knowledge of city’s interrelationships with other governmental bodies (i.e. State Aid – MNDOT, Hennepin County, Watershed Districts, DNR, etc.)

Salary : $122,304 - $152,880
