This role plays a vital part in maintaining confidential property records, performing detailed technical assessing processes, and supporting the City Assessor and division staff in sales and valuation duties. In addition, this position assists assessors with field inspections, taking photos and data entry as needed. You will provide expert customer service to property owners on classification, valuation, and complex tax issues while serving as the primary contact for the CAMA (Computer-Assisted Mass Appraisal) software system. EXAMPLE OF DUTIES
Coordinate division services and administrative tasks.Perform a variety of routine/complex general administrative support and assistance activities in the division and city.Manage division calendar and processes.Plan, organize, execute, and/or participate in activities/meetings/events for various projects or work functions in the division and city.Compile and update information for City website.Create, design and update educational materials and other working documents for use by external and internal customers.Serve as a point person for our Computer Assisted Mass Appraisal (CAMA) software.Process revaluations of the system once tables changes have occurred and maintain reports listing those changes.Process and submit annual assessment reports to Hennepin County. Work directly with vendors to resolve any issues and attend user group meetings. Develop complex reporting of data retrieved from CAMA system for analysis and assist division staff with creating queries for data retrieval when needed. Perform year-end certification process, which includes moving current year assessment data to history and creating a new working file for the next years assessment. Act as the user manager creating new user accounts, granting access authority and updating/maintaining system preferences.Serve as primary contact for data practices and record retention in compliance with the city clerk schedules and Minnesota Data Practices Act. Assist with field inspections, questionnaires, permits, photos, data entry and special projects. Resource person for appraisers and other departmental staff. Assists residential appraisal staff with annual mass mailing of quintile review notices. Assists with the Local Board of Appeal and Equalization meeting, preparing posting, RFCA's and board packets detailing staff findings. Performs special projects for appraisal staff as needed or assigned. Provides New Connect Lists for Community Engagement.Examine, verify and process all Certificates of Real Estate Values from the Minnesota Department of Revenues ECRV website for sales ratio analysis.Create new property records through the division or combination process. Accurately allocate values from the parent parcel into the newly created parcels and dispersing the tax capacity between the newly created parcels. Create new electronic property record for all characteristics to be added by appraisal staff for future reporting.Provide clear and concise communications of assessment practices and appraisal analysis to residents, property owners, their representatives and the public in a professional manner and explain the Minnesota property tax system.Perform administrative duties related to property records consistent with Minnesota Statute and requirements as set by the Department of Revenue and Hennepin County.Other duties as assigned.
