JOB SUMMARY/OVERVIEW OF THE POSITION: The Lead Mechanic/Welder is responsible for overseeing daily operations within the Fleet Maintenance shop, supervising assigned personnel, and performing skilled diagnostics, repairs, and welding on City vehicles and equipment. This role combines hands-on mechanical work with supervisory duties, ensuring that all repair and maintenance tasks are completed efficiently, safely, and in alignment with City standards and adhering to the budget set forth within the division. The position requires advanced knowledge of vehicle and equipment systems, fabrication and welding techniques, and strong leadership skills to direct shop staff, manage work order flow, and maintain inventory. The Lead Mechanic/Welder plays a critical role in maximizing equipment availability, minimizing life cycle costs, and supporting public service operations across departments. This position may require emergency callouts and flexible scheduling, including nights, weekends, and holidays. Qualifications and a summary of essential and related duties and responsibilities are set forth below.

ESSENTIAL JOB FUNCTIONS:

  • Supervise, assign work to shop personnel involved in the maintenance and repair of light-duty and heavy-duty vehicles, machinery, and equipment.
  • Perform advanced diagnostics, mechanical repairs, welds and preventative maintenance on a wide range of equipment, including diesel engines, hydraulics, electrical systems, and small engines.
  • Conduct welding and metal fabrication for equipment repair, modifications, and structural work.
  • Monitor and manage daily workflow, ensuring work orders are properly logged, prioritized, and completed in a timely and organized manner.
  • Track and log all completed and in-progress maintenance and repair projects; maintain clear records of labor, materials, and time spent.
  • Assist in adhering to the City’s fleet maintenance budget by monitoring parts usage, minimizing unnecessary expenses, and identifying cost-effective repair solutions.
  • Maintain and control inventory of shop tools, parts, oils, and materials; ensure purchases are made in accordance with City purchasing policies.
  • Coordinate vendor services for outsourced repairs and obtain quotes and approvals where necessary.
  • Inspect and verify the quality and safety of repairs performed by shop staff.
  • Identify and report equipment misuse, unsafe conditions, and major repairs that may not be cost-effective to complete.
  • Develop and implement preventative maintenance schedules and conduct regular inspections of fleet equipment.
  • Ensure shop safety, cleanliness, and compliance with OSHA and City safety standards at all times.
  • Provide guidance, training, and mentorship to mechanics and other maintenance staff.
  • Communicate effectively with the Assistant Director and Director of Public Works and other departments to ensure the availability and reliability of fleet resources.

KNOWLEDGE, SKILLS AND ABILITIES:

  • In-depth knowledge of vehicle maintenance and repair practices, including automotive, heavy-duty, and construction equipment.
  • Skilled in gas and arc welding, metal cutting, and fabrication techniques.
  • Strong understanding of hydraulics, electrical systems, brake systems, and diagnostics.
  • Knowledge of occupational hazards and safety precautions related to mechanical repair and welding.
  • Ability to supervise, train, and evaluate personnel in a shop environment.
  • Capable of managing shop workflow, scheduling, and maintaining accurate records.
  • Ability to read and interpret technical manuals, wiring diagrams, schematics, and parts catalogs.
  • Effective communication, organizational, and leadership skills.
  • Ability to work independently and as part of a team under pressure or emergency conditions.
  • Proficient with or willing to learn fleet maintenance software and reporting systems.

MINIMUM REQUIREMENTS LISTED AS FOLLOWS:

EDUCATION, TRAINING AND EXPERIENCE:

  • High school diploma or GED required.
  • Minimum four (4) years of experience in vehicle and equipment repair. At least one (1) year in a lead or supervisory capacity.
  • Experience in welding, fabrication, diesel and gasoline engines, and hydraulic systems is required.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

  • Valid Florida Driver’s License required.
  • Florida Commercial Driver’s License (CDL) Class B or the ability to obtain within six (6) months of hire.
  • ASE Certification or equivalent credentials are desirable.
  • Welding certification (e.g., AWS certification) required.
