Job Summary

The purpose of the class is to protect the public by inspecting food service and retail food establishments, and/ or public swimming pools. The class is responsible for conducting routine and follow up inspections, responding to citizen complaints, and enforcing all applicable federal, state and local laws, codes and regulations.

Key Functions/Knowledge/Skills

  • Patrols the city to ensure that no illegal food vendors are operating.
  • Responds to citizen complaints with regard to retail food establishments.
  • Investigates community complaints of poor sanitation in public establishments or private property.
  • Explains City Health ordinances and recommends corrective action.
  • Performs follow-up inspections.
  • Issues warnings or citations.
  • Files and/or prepares and submits inspection reports.
  • Inspects various establishments or locations to detect possible health code violations.
  • Inspects food service and retail food establishments, to detect possible health code violations.
  • Issues citations for violation of health codes and ordinances.
  • Inspects swimming pool facilities and illegal dumping areas.
  • Collects food or water samples for laboratory analysis
  • Condemns unsafe food.
  • Works with established food practices and reviews plans alongside with Health and essential city departments to ensure compliance of the Texas Health and Safety Code, Texas Food Establishment rules and city ordinances.
Performs other duties as assigned.

Minimum Education & Experience

High school graduation or GED plus one year of experience.

Special Certifications & Licenses

Valid Texas Driver’s License.
Must be able to obtain Certified Food Manager Certificate within orientation period.

Independence & Judgement

Average judgment; must recognize and resolve problems such as bad grammar, type of procedure to apply, where to refer call or correspondence without specified destination, when to change or sharpen blade on mower, whether there is a problem/malfunction with a piece of equipment that needs attention, etc.; may involve freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules.

General guidelines: occasionally requires interpretation of available options to apply to non-standard situations; day-to-day work drives. Greater level of knowledge when applying guidelines and interpretation of available options to non-standard situations.

Level & Frequency of Outside Contact

Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.

Physical Demands

Light physical effort.

Responsibility for Equipment & Property

Responsible for assigned equipment/property used outside of office; responsible for handing out to and retrieving property/equipment from employees and keeping inventory; use of agency vehicle.

Working Conditions

Fair inside or outside conditions; exposure to disagreeable conditions is brief or otherwise insignificant; space problems; only occasional situations that place the employee in a stressful environment.

Other Requirements

The City of Brownsville requires all employees to successfully pass a Drug & Alcohol and a physical examination, psychological examination, and Background Check.

Full time employees have the opportunity to accumulate 10 sick days and 15 annual days per year. City of Brownsville offers Parental Leave concurrent with FMLA for qualifying employees. The City offers longevity pay and 100% Tuition Assistance capped at $5,000 yearly. Additionally, the City of Brownsville observes 14 holidays annually and two (2) floating holidays.
