Administrative Analysis and Research
GIS and Surveying
Creates and maintains spatial data in support of the City of Bryan Enterprise Geographic Information System ( GIS ).
Essential Job Functions
- Maintains the existing Enterprise GIS with latest updates and assists in the creation, procurement, and distribution of spatial data.
- Consults users to identify new data/software requirements to meet project goals and assists in the transfer of geospatial technology to departments throughout the City.
- Provides support for GIS data conversion, systems integration as well as system and application development and implementation.
- Manages data and application development projects and/or leads project teams to accomplish project tasks and goals.
- Performs data analyses as well as spatial analyses generating information products to express results.
- Assists in developing and maintaining the City of Bryan’s web mapping applications.
- Utilizes ArcGIS Desktop and/or ArcGIS Pro to collect and manage data, create maps and perform spatial analysis to assist City staff.
- Assists in developing and managing quality control procedures and process documentation.
- Provides technical support and training to GIS users in various aspects of the GIS software and database creation and use.
- Assists in diagnosing and troubleshooting problems experienced with the use of GIS and related software.
- Coordinates and supports the collection and entry of GPS data collected by other departments within the City and incorporates that data into the Enterprise GIS .
- Creates/manages web maps and applications using ArcGIS Portal and ArcGIS Online.
- Researches and implements new GIS technology, software, and practices.
- Performs related duties as required.
- Responds regularly and promptly to work.
Bachelor’s degree with significant coursework in Geosciences, Geography, Spatial Sciences, Natural Resource Management, Civil Engineering, Computer Science, or a similar field of study plus at least two (2) years of progressively responsible experience in the use of GIS and GPS technology; or an Associate’s degree with significant related coursework plus at least four (4) years of experience as listed above; OR a High School Diploma or GED with significant related coursework plus at least six (6) years of related experience as listed above.
Equivalent combinations of education, experience, certification, and training may be considered.
Licenses, Certifications & Special Requirements
Licenses:
- Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
Special Requirements:
- On-call technical support is required on a rotating basis for all systems; must be able to respond and escalate within posted time constraints.
- Must be able to access Texas Criminal Justice Information Services ( CJIS ) System data. As a result, the person selected for the position cannot possess a felony or Class A misdemeanor conviction; or a Class B misdemeanor conviction within the past 10 years.
Certifications:
- GIS Certificate and/or GISP Professional Certification preferred, but not required.
Certificate Pay Program:
- The City of Bryan IT Department provides a Certificate Pay Program ( CPP ). New employees are eligible after the first 90 days of employment. Employee must be in good standing to qualify.
- The primary goal of the IT CPP is to develop the technical skills of the IT- GIS staff to improve/focus on the overall service level of IT- GIS support services.
- Receive up to $450/month in certification pay for qualifying certificates. (Ex: GISP , ESRI ArcGIS Pro/Developer/Administration, etc.)
- Reimbursement is available for qualifying passed certificate exams while employed by the City of Bryan IT.
