The Administrative Analyst II will assist the Sustainability, Marketing and Strategy Team at BWP to connect and partner with Burbank’s local businesses to help drive sustainability efforts throughout the community and meet the city’s goal to provide 100% GHG-free electricity by 2040.  BWP’s large customers include Walt Disney Company, Warner Bros., Amazon, Nickelodeon, and the Cartoon Network. There are also many medium-sized production and media companies, and small businesses that are integral to the fabric of the community. This role will spend a lot of time connecting and communicating with our business community. In their role, the Administrative Analyst II will develop and execute a plan to strengthen BWP’s partnership with Burbank’s business community and facilitate the adoption of conservation, efficiency, transportation electrification, and other sustainability efforts. Additional information: Burbank Water and Power (BWP)  is a vertically integrated, community-owned municipal utility. BWP is owned and operated by the City of Burbank and is governed by the Burbank City Council and an appointed board of Burbank residents. BWP is not-for-profit, delivering service at cost. Under direction, to perform or coordinate a variety of routine and complex administrative, operational, research, financial, and analytical tasks and projects; and perform related work as required.

Conducts research and analysis; prepares written reports; assists with the preparation of and may give presentations to a variety of audiences, including but not limited to the City Council; assists with the implementation, evaluation and development of proposed and existing policies, procedures, and practices, including routine personnel policy; prepares budgets or coordinates budget preparation, monitors expenditures, and may assist with development, implementation and monitoring of performance measurements; reviews and analyzes legislation and writes legislative correspondence; responds to departmental and citizen inquiries; may assist with or develop, implement, and monitor contracts; may assist with or prepare applications for and monitor grants; may conduct community outreach or coordinate community programs; may supervise, train, or evaluate employees; may make effective recommendations regarding promotion, transfer, and disciplinary action, up to and including termination; may serve as staff to elected officials; drives on City business.

Employment Standards: 

Knowledge of principles and practices of public administration, governmental budgeting, and fiscal management; principles and practices of sound personnel management and supervision; research methods and analytic techniques; applicable federal, state, and local laws and legislation and the legislative process; principles and practices of public speaking; modern office methods and procedures; spelling, grammar, and punctuation.

Skill in operating modern computers and related software; understanding and accurately following oral and written instructions; exercising independent judgement and making decisions based on standard policy and procedures. 

Ability to conduct research, analyze data, and problem solve; prepare budgets or coordinate budget preparation and analyze complex financial and budgetary statements and reports; effectively coordinate projects; prepare written reports and related documents; make effective oral presentations; communicate effectively, both orally and in writing; effectively manage and motivate employees; review and evaluate employees’ job performance and make recommendations for development; establish and maintain effective working relationships with supervisors, fellow employees, the public, and outside agencies; work independently using appropriate initiative to prioritize and meet multiple deadlines receive confidential information and maintain confidentiality; be well organized, reliable, and detail-oriented.

Education/Training: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City. Example combination includes, but is not limited to graduation from an accredited college or university with a bachelor’s degree in public administration, business administration, or a work-related field, and one year of experience in administrative, budget, or personnel analysis. NOTE: A master’s degree from an accredited college or university in public administration or work-related field may be substituted for six months of experience.
