JOB TITLE:  Senior Signal Technician DEPARTMENT/DIVISION:  Public Works REPORTS TO:  Traffic Operations Supervisor   SUMMARY:  Responsible for serving as a lead in the installation, maintenance, and repair of electronically controlled traffic control devices; trains signal crews in proper application of rules and regulations; performs contactor inspections.  Work is performed with limited supervision.   ESSENTIAL JOB FUNCTIONS: Serves as a lead to signal crew staff, which includes: prioritizing, assigning, and monitoring work; providing direction; and/or performing other related activities. Installs, maintains, and repairs traffic signals, school zone flashers, and City-owned and maintained street lighting. Responds to emergency and on-call situations. Prepares and maintains a variety of records related to division repairs and operational activities. Participates in training signal crew staff on work and safety procedures and practices. Participates in/on a variety of meetings, committees, and/or other applicable groups to receive and/or convey information. Performs inspections of work performed by external contractors involved in constructing traffic signals, installing street lights, and performing underground boring. Monitors the work of external contractors and ensures contract terms and specifications are met. Prioritizes, assigns and monitors traffic signal repairs for assigned staff. Installs, troubleshoots and repairs traffic signal equipment. Inspects traffic signal equipment at operational intersections to ensure signals are operating as programmed. Responds to trouble calls on equipment malfunctions; identifies problem; repairs or replaces faulty equipment; documents trouble calls and problem resolution. Routinely patrol streets to identify traffic signals that may need repair. Perform routine maintenance on traffic control devices and other equipment. Monitors the work of external contractors and ensures contract terms and specifications are met. Reads and interprets schematics, blueprints, and other diagrams; such as technical manuals, NEC and MUTCD. Replaces parts such as load switches, relays and flashers, and documents process. Trains staff on signal repair and safety practices and procedures. Makes recommendations and carries out plans with Supervisor approval. Maintains daily work records and work orders. Flags traffic and erects barricades, cones, and other warning devices. Implements safety procedures at job site. Performs manual traffic and pedestrian counts. Assists in roadway lighting needs when necessary Performs line locates for underground traffic signal and lighting equipment as needed. Responds to emergency and on call situations. Performs other duties as assigned.   SUPERVISORY/BUDGET RESPONSIBILITIES: Lead responsibility over Signal Crew Members and Signal Technicians.   KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of construction principles. Knowledge of basic electronic and electrical principles. Knowledge of general design standards. Knowledge of pertinent federal, state and local laws and ordinances pertaining to roadway, lighting and traffic signal operations. Skilled in prioritizing and assigning the work of staff. Skilled in preparing and maintaining a variety of records related to operational activities. Skilled in reading and interpreting schematics and blueprints. Skilled in troubleshooting and resolving problems related to traffic signals. Skilled in applying independent judgment, personal discretion, and resourcefulness in interpreting and applying guidelines. Skilled in operating applicable tools and equipment of the trade. Skilled in performing routine repair and maintenance activities. Skilled in performing basic construction activities. Skilled in performing manual labor. Skilled in observing safety rules and regulations. Skilled in operating a computer and related software applications. Skilled in communicating effectively with a variety of individuals. Ability to change ballast, capacitors, bulbs and fuses in roadway lighting. Ability to work with voltages that vary 120/240, 240/480, & straight 480. Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning. Visual Acuity – color, depth perception, field of vision, close acuity for inspection of small defects, machines, use measurement devices, or fabricate parts.   MINIMUM QUALIFICATIONS: IMSA Signals Level I Certification AND High School Diploma or G.E.D Two years of related traffic signal installation experience One year of team lead or supervisory experience OR An equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities.     PREFERENCES: Work Zone Safety Certification IMSA Signals Level II Certification Experience with NEMA TS1/TS2 Class A CDL   WORKING CONDITIONS: Frequent climbing, balancing, reaching, sitting, standing, walking, stooping, kneeling, crouching, talking, seeing, hearing, driving and manual dexterity. Occasional lifting and carrying of over 100 pounds. Work is typically performed in standard office and outdoor environments, with potential exposure to adverse weather conditions. Work is performed in high and precarious places and near moving mechanical parts. Potential exposure to risk of electrical shock, vibration, fumes and airborne particles.   CONDITIONS OF EMPLOYMENT: Must possess a valid motor vehicle driver license. Must pass pre-employment drug test. Must pass criminal history check. Must pass motor vehicle records check. Class A CDL within 6 months of employment Work Zone Safety Certification within 1 year of employment IMSA Signals Level II Certification within 1 year of employment
