About the Role:

The City of Carthage is seeking an experienced and dedicated Director of Public Works to lead and manage the city's public works operations. This position is responsible for planning, organizing, and overseeing a variety of public works programs, including street maintenance, environmental compliance, land use planning, building inspections, and infrastructure development. The ideal candidate will be a strong leader with a strategic vision, excellent problem-solving skills, and a commitment to serving the community.

Key Responsibilities:

  • Oversee and manage public works programs, including street repairs, stormwater management, permitting, and code compliance.
  • Develop and implement short- and long-range plans to support the city's growth and infrastructure needs.
  • Administer budgets, contracts, and grants related to public works projects.
  • Supervise staff across multiple disciplines, ensuring efficiency and adherence to city regulations.
  • Coordinate with city officials, departments, and external stakeholders to align public works initiatives with city planning and development goals.
  • Serve as the city's chief building official, reviewing code compliance and zoning regulations.
  • Oversee solid waste management, compost/recycling landfill operations, and environmental compliance.
  • Represent the department at City Council and committee meetings, providing reports and recommendations on public works matters.

Qualifications:

  • Bachelor’s degree in urban planning, engineering, public administration, or a related field.
  • 3-5 years of experience in municipal public works, construction management, or a related field.
  • Supervisory experience required.
  • Strong knowledge of urban planning, zoning laws, environmental regulations, and infrastructure management.
  • Ability to analyze problems, develop effective solutions, and implement policies.
  • Excellent communication and public relations skills.
  • Certification in Solid Waste Management by the Missouri Department of Natural Resources (or ability to obtain within one year).
