What are the responsibilities and job description for the Public Works Director position at City of Republic?
Primary Purpose
Serves as the principal advisor to the City on all matters concerning public works. Ensures departmental tasks are accomplished as defined and in accordance with the overall Mission, Vision, & Values of the City of Republic. Develops interdepartmental relationships and provides leadership and clarity to the Executive Leadership Team. Responsible for the direction and leadership of the Public Works Department staff & operations.
Supervision
Under the general supervision of the City Administrator.
- Performs special assignments as requested, include researching and preparing reports and projects, developing, and implementing programs, and administering state and federal grants.
- Plans and implements short-term or annual goals, objectives, and strategies for the department to ensure efficient organization and completion of work. Prepares and administers department budgets.
- Analyzes water and sewer rates and proposes rate adjustments as necessary.
- Directs and oversees the design of public infrastructure in accordance with local ordinances and established standards.
- Oversees recruitment and selection of personnel within department.
- Maintains discipline, conduct, appearance, and all required records of personnel within department.
- Plans and implements in conjunction with consultants and/or subordinate staff, the design and construction of public works projects.
- Directs surveys for new public works projects and the improvement of the existing facilities, the preparation of designs and plans, and the preparation of estimates and contracts.
- Directs the inspection of all public works construction projects for adherence to approved plans and specifications, testing of construction materials in preparation of payment to contractors.
- Ensures that subordinate personnel comply with applicable occupational health and safety standards.
- Responsible for the City’s ADA Plan and will ensure compliance as specified in the plan by coordinating efforts and complaints as appropriate.
- Directs the development and maintenance of an information base, traffic counts, water and wastewater maintenance records that serves as a necessary tool for effective community planning.
- Directs the implementation and periodic updating of street, water, and wastewater comprehensive development plan.
- Keeps informed of effective trends and techniques within City departments to maintain our commitment of being aggressively progressive.
- Handles a wide variety of work on a regular basis containing highly confidential information and perform several activities simultaneously.
- Presents a professional image and promotes an environment of respect and encouragement.
- Deals effectively and courteously with fellow employees and the public.
- Performs other duties as assigned.
Important Duties
- Attends Executive Leadership Team (ELT), Planning & Zoning, and City Council meetings.
- Attends Ozark Transportation Organization (OTO) meetings; serves on various OTO boards and committees as the City representative.
- Conducts routine staff meetings within own department.
- Interacts with community leaders, elected officials, and other organizations on behalf of the City of Republic.
- Attends conferences, seminars, meetings, and studies new information to stay well-informed of current trends relating to their department.
- Attends training sessions deemed appropriate by supervisor or department head.
- Maintains a neat and orderly work area.
- Maintains appropriate supplies for assigned area.
Education & Experience
- Must have a bachelor’s degree from an accredited college or university in Civil Engineering, City or Regional Planning, Public Administration, Economics, or related field.
- Must have at least three (3) years of professional leadership experience.
- Master’s Degree in Public Administration, City Engineering or City or Regional Planning preferred.
- Other equivalent combination of education and experience may be considered on a year-for-year basis.
Knowledge, Skills, & Abilities
Must have a thorough knowledge of methods, equipment, materials, principles, and standard practices used in construction, maintenance, repair, and operation of public works structures and systems; Must be able to ensure compliance with, and follow standard safety practices and procedures common to construction and maintenance work; Must be able to manage, supervise, and coordinate the activities of a complex organization; Must be able to exercise sound judgment in evaluating situations and in decision making; Must be able to administer, plan, and direct comprehensive projects; Must be able to analyze and prepare comprehensive reports; Must have a working knowledge of GIS, Auto Cad, and accounting software; Must possess advanced working knowledge of the Microsoft Office Suite; Must possess superior communication skills including the ability to convey messages clearly and concisely in verbal and written form; be capable of utilizing creative problem-solving skills to address difficulties relating to a wide range of issues and situations; Must be able to maintain projects effectively and meet firm deadlines; Must be able to maintain records and prepare reports; Must be able to make decisions under pressure in areas of responsibility.

Special Requirements
- Must possess a valid Missouri State Driver’s License and in some cases must provide own vehicle for on-the-job transportation purposes.
- An active Professional Engineer's license is preferred.
Miscellaneous Requirements
- May be required to work a variety of shifts including nights, weekends, or holidays.
- Must be a dependable person due to the small size of the work force.
- Subject to emergency call-in.
Physical Demands
Performs bending, sorting, kneeling, and reaching to both ground level and overhead as required for such tasks as retrieving files; lifts and carries up to 10 pounds; pushes and pulls up to 25 pounds; must be able to hold and grip objects; may be subject to sitting for long periods of time; ability to operate a computer keyboard and mouse.
Work Environment
Primarily indoors with heating and cooling in a general office environment. May be required to visit construction or project sites as needed outdoors.

Salary : $87,506 - $131,269
