GENERAL PURPOSE: Under general supervision, performs engineering technical work of moderate difficulty requiring a working knowledge of engineering theories, associated with surveying, drafting, graphics and related engineering duties.PRIMARY DUTIES AND RESPONSIBILITIES:

High school graduation or equivalent, and two (2) years paraprofessional work experience as a civil engineering technician, construction/building inspector or plan reviewer; OR an equivalent combination of education and experience.
Special Requirements: Possession of a valid Arizona driver’s license.

- Under direction of Civil Engineers, performs design work for civil engineering projects.
- Prepares, modifies, and plots conceptual design and construction drawings utilizing appropriate software.
- Prepares sanitary sewer, water, storm drainage, and street system maps, databases, and comprehensive plans.
- Assists in plan reviews of civil engineering plans for conformance to applicable design standards for approval by City Engineer.
- Utilizes Geographic Information System (GIS) software to manipulate databases to provide analyses and graphics as needed.
- Utilizes applicable software to create and modify drawing files as needed.
- Responds to inquiries from developers, contractors, and the general public regarding City requirements relative to the construction, alteration, permitting and maintenance of public works facilities; coordinates office and field engineering tasks with other City departments.
- Researches records, maps and other data to obtain such typical engineering data such as location of sewer stubs, water mains, hydrants, etc. to support the permit process.
- Collects and analyzes field traffic data and prepares reports of findings; maintains computerized records on speed survey, volume count, traffic flow, accidents, signals, signs, and striping data.
- Develops and processes bids, request for proposals, requests for qualifications, quotations and compliance checklists; Solicits, receives, and analyzes competitive bids, request for proposals, request for qualifications and quotations.
- Develops council recommendation letters for award and monitors vendor performance and assists the departments in contract management; develops draft contracts, in conjunction with the legal department, for the acquisition of goods and services and construction projects; Meets and confers with department representatives regarding the preparation for bid packages, bid analysis, evaluation, and award.
- Assists assigned departments with purchasing activities.
- Coordinates the City's MS4 (Municipal Separate Storm Sewer System) permit requirements, including inspections of sites, facilities, ponds, and associated reporting and record keeping.
- Provides public education and outreach activities; coordinates trainings for MS4 permittees.
- Performs other duties as assigned or required.
