Class Summary
Typical day for a Solid Waste Collection Operator I is operating a rear loader, street sweeper or rolloff truck. Operating a rear loader includes collecting leaves at residential homes in November, tree branches in April and October, cardboard in January and extra trash for all months except February and November. Operating a rear loader for extra collection includes rotation between driving and throwing trash into the back of the rear loader. Street sweeping is schedule by routes with the City limits and rolloff truck is scheduled by work orders for commercial customers with compactors or construction projects.
Regular hours from 6:30 a.m. to 2:30 p.m. Monday through Friday
Incumbents are responsible for driving basic routes and the basic operation of a limited variety of refuse equipment for collecting and disposing of refuse and/or street sweepings; cleaning and maintaining assigned equipment.
REPORTING STRUCTURE:
Receives general supervision from the Solid Waste Collection Supervisor and higher level management staff.
This position is driving essential (see driving requirements below).
Typical Class Essential Duties
2. Delivers refuse and street sweepings to a balefill facility.
3. Collects and transports recycle commodities to the processor using recycle, roll-off, and solid waste collection vehicles.
4. Monitors compaction and load restrictions for collection vehicles and determines the appropriate time to return to the Solid Waste transfer station to empty contents at designated areas.
5. Performs routine maintenance and minor repairs on assigned vehicle(s) and reports the need for major repairs; checks fluid levels; greases and lubricates parts as required; replaces filters; cleans and cares for tools and equipment.
6. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
7. Performs other duties of a similar nature or level.
Knowledge (position requirements at entry):
Knowledge of:
- Methods, materials, and equipment used in solid waste collection operations preferred.
- Commercial vehicle operation and routine maintenance preferred.
- Traffic laws, ordinances, and rules involved in truck and heavy equipment operations preferred.
- Safe driving practices.
- Basic customer service practices.

Training, Experience & Certifications
EDUCATION and EXPERIENCE:
- High school diploma or equivalent (G.E.D.).
- Must be at least 18 years of age.
- Minimum one year of experience driving and operating a Class “B” Commercial Vehicle preferred.
LICENSING and CERTIFICATIONS:
Licensing Requirements:
- Possession of, or ability to obtain, a valid Wyoming Class B Commercial Driver’s License required.
Level II Requirements:
EDUCATION and EXPERIENCE:
- High school diploma or equivalent (G.E.D.).
- Must be at least 18 years of age.
- Minimum of two years of experience driving/operating a variety of refuse equipment.
LICENSING and CERTIFICATIONS
Licensing Requirements:
- Possession of a valid Wyoming Class B Commercial Driver’s License required.
Supplemental Information & Physical Requirements
This position may be eligible to naturally progress to a Solid Waste Collection Operator III. Prior to any natural progression, the Department Head must justify that there is an operational need, and budget accordingly, prior to an incumbent obtaining the necessary requirements, or regularly performing work at the higher level.

Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.

- Writing or modifying code, maintaining or modifying City data systems including work on networks, servers, and communication systems

- Operating power-driven machinery or equipment
- Creating or modifying health, financial, security and or risk documents or assessments
- Working with or directing minors
Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.
Incumbents frequently drive, operate equipment, or work outdoors in all weather conditions. Employees in this class are often subjected to unsanitary environments, waste, fumes/dusts, odors, chemicals, and excessive noise. May be subject to repetitive motion and vibration when operating equipment. Work may require the use of personal protective equipment including eye protection, hearing protectors, gloves, safety vests, and safety shoes. OSHA mandated preventative vaccinations and periodic examinations for work exposures are provided.
Driving Requirements:
For driving essential positions, employment with the City of Casper is contingent upon a satisfactory driving record. A driving record that reflects any of the following criteria is considered unsatisfactory:
1) Convicted of three (3) or more moving violations within the previous 36 months (three separate, individual incidents);
2) A conviction within the previous 36 months of any of the following:
- Driving under the influence of drugs or alcohol;
- Leaving the scene of an accident;
- Fleeing to avoid arrest;
- Reckless Driving;
- Homicide or assault by motor vehicle;
- Driving without auto insurance;
- Driving on a suspended license;
