General Description

The Utility Plant Operator Trainee is responsible for the operation and maintenance of the Water Reclamation Facility and/or Water Production Facilities in the proper treatment of wastewater and/or production and distribution of potable water for the City of Casselberry. The Utility Plant Operator Trainee works under the direction of the Water Production and/or the Water Reclamation Superintendent; performs work independently, with other City Staff, and within established policies and procedures. Plant assignment will be determined by the Public Works Department and will be dependent on the needs of the Department. The Pay Range listed encompasses all levels of Utility Plant Operator.

Examples of Essential Functions

  • If assigned to Water Production: Implements the operation and maintenance procedures of the Water Production Facilities. (95%)
    • Understands and implements requirements to comply with the state and federal regulations that allow for the legal and safe operation of Water Production Plants.
    • Operates and maintains the Water Production Plants by observing and adjusting the treatment process to maintain state and federal compliance standards.
    • Performs basic chemical tests (e.g. alkalinity, pH, chlorine, etc…) and follows Standard Operating Procedures for sample acquisition.
    • Implements the proper procedures for preparing and maintaining plant operational records for the environmental compliance requirements with local, state, regional and federal government agencies.
    • Collects accurate data for the submission of time sensitive compliance reports to Superintendent for review.
    • Reviews facilities’ Supervisory Control and Data Acquisition (SCADA) program and operational trends daily to evaluate operational performance and to identify any potential process adjustments.
    • Verifies that chemical levels are within acceptable ranges; makes necessary chemical dosing adjustments.
    • Performs facility inspections and monitors equipment for proper function; including but not limited to motors, pumps, panels, analyzers, and meters.
    • Performs quality checks and documents operational parameters including but not limited to disinfection residuals, pH and alkalinity.
    • Performs preventative maintenance and upkeep of mechanical equipment; calibrates and repairs equipment as necessary or assigned.
    • Performs tasks to maintain equipment upkeep and optimal function. This may include but is not limited to painting equipment, replacing hosing and/or piping, changing oil and greasing equipment.
    • Performs security audit of building and entry points to Water Production Facilities.
    • Performs housekeeping activities including but not limited to maintaining the cleanliness of the operational buildings and keeping areas around wells free of debris and vegetation.
    • Opens and flushes selected fire hydrants to maintain optimal water quality.
    • Provides technical and professional support, guidance and training to other team members, serving as an escalation point.
    • Responds timely to customer inquiries and concerns.
  • If assigned to Water Reclamation: Implements the operation and maintenance procedures of the Water Reclamation Facility. (95%)

    • Operates and maintains the Water Reclamation Facility by observing and adjusting the treatment process to maintain state and federal compliance standards.
    • Performs basic chemical and/or biological tests (e.g. turbidity, microscopic examination, chlorine, etc…) and follows Standard Operating Procedures for sample acquisition.
    • Implements the proper procedures for preparing and maintaining facility operational records for environmental compliance requirements with local, state, regional and federal government agencies.
    • Collects accurate data for the submission of time sensitive compliance reports to Superintendent for review.
    • Reviews Facility’s Supervisory Control and Data Acquisition (SCADA) program and operational trends daily to evaluate operational performance and to identify any potential process adjustments.
    • Verifies that chemical levels are within acceptable ranges; makes necessary chemical dosing adjustments.
    • Performs Facility inspections and monitors equipment for proper function; including but not limited to motors, pumps, panels, analyzers, blowers and flowmeters.
    • Performs quality checks and documents operational parameters including but not limited to dissolved oxygen levels, disinfection residuals, turbidity and pH.
    • Performs preventative maintenance of mechanical equipment; calibrates and repairs equipment as necessary or assigned.
    • Performs tasks to maintain equipment upkeep and optimal function. This may include but is not limited to painting equipment, replacing hosing and/or piping, changing oil, and greasing equipment.
    • Performs security audits of buildings and entry points to the Water Reclamation Facility.
    • Performs daily plant housekeeping activities including but not limited to hosing plant weirs and clarifiers, cleaning and hosing filters, and maintaining the cleanliness of the facility’s operational buildings.
    • Provides technical and professional support, guidance and training to other team members, serving as an escalation point.
    • Responds timely to customer inquiries and concerns.
    • Maintains and inspects off-site facilities and storage ponds including but not limited to monitoring wells, valves and signage.
  • Additional Duties and Responsibilities (5%)
    • Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
    • Follows safe working practices and has a working knowledge of safety practices and procedures.
    • Maintains facility and equipment for cleanliness and ongoing functionality.
    • Supervises the transfer of chemicals from delivery to storage and storage to utilization.
    • Monitors and documents monthly usage and adjusts flow rates for automatic flushers located throughout the City.
    • Performs inventory to identify chemical and equipment orders for facility operations.
    • Performs after-hours/on-call rotation to respond to emergency events and/or repairs
    • Adheres to laws, regulations and policies of the City and of the assigned Department. Follows instructions provided by supervisor, Department Director or their designee.
    • Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
    • Participates in department meetings, staff meetings and other related activities.
    • Maintains, preserves, retains and disposes of public records pursuant to FS Chapter 119.
  • Emergency Management Role
    • Participates as a member of the City staff as required to take action in the event of an emergency.
    • Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee. As a member of the Public Works Department, operators may be required to assist in the maintenance and/or clearing of roadways, the operability of City’s fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works Department, operators may be responsible for the maintaining and/or rapidly restoring the operability of the City’s water and sewer systems.

Typical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.


  • Education and Training:
    A High School Diploma or G.E.D. is required.
  • Experience:
    • Operator I: A minimum of one (1) year experience in Wastewater Treatment or Drinking Water Treatment is required.
    • Operator II: A minimum of three (3) years’ experience in Wastewater Treatment or Drinking Water Treatment is required.
    • Operator III: A minimum of one (1) years’ experience in Wastewater Treatment and one (1) years’ experience in Drinking Water Treatment is required.
    • Operator IV: A minimum of five (5) years’ experience in Wastewater Treatment or Drinking Water Treatment is required.
    • Operator V: A minimum of three (3) years’ experience in Wastewater Treatment and one (1) years’ experience in Drinking Water Treatment or one (1) years’ experience in Wastewater Treatment and three (3) years’ experience in Drinking Water Treatment is required.
    • Operator VI: A minimum of three (3) years’ experience in Wastewater Treatment and (3) years’ experience in Drinking Water Treatment is required or five (5) years’ experience in Wastewater Treatment and one (1) year experience in Drinking Water Treatment or one (1) year experience in Wastewater Treatment and (5) years’ experience in Drinking Water Treatment.
    • Operator VII: A minimum of five (5) years’ experience in Wastewater Treatment and three (3) years’ experience in and Drinking Water Treatment or three (3) years’ experience in Wastewater Treatment and five (5) years’ experience in Drinking Water Treatment is required.
    • Operator VIII: A minimum of five (5) years’ experience in Wastewater Treatment and five (5) years’ experience in Drinking Water Treatment is required.
    • Operator Trainee: Qualification for a trainee position will be based on the evaluation of previous job history and/or experience.
  • Certificates, Licenses and/or Registrations Required:Must possess and maintain a valid Florida Driver’s license. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record. A Florida Department of Environmental Protection Drinking Water and/or Wastewater Plant Operator License(s) is also required, the following levels correspond to the required licensing:
    • Operator I: The required licensing for this operator is a Wastewater Treatment Level C or Drinking Water Level C.
    • Operator II: The required licensing for this operator is a Wastewater Treatment Level B or Drinking Water Level B.
    • Operator III: The required licensing for this operator is a Wastewater Treatment Level C and Drinking Water Treatment Level C.
    • Operator IV: The required licensing for this operator is a Wastewater Treatment Level A or a Drinking Water Treatment Level A.
    • Operator V: The required licensing for this operator is a Wastewater Treatment Level B and Drinking Water Treatment Level C or a Wastewater Treatment Level C and a Drinking Water Level B.
    • Operator VI: The required licensing for this operator is a Wastewater Treatment Level A and Drinking Water Treatment Level C or a Wastewater Treatment Level C and a Drinking Water Treatment Level A or a Wastewater Treatment Level B and a Drinking Water Treatment Level B.
    • Operator VII: The required licensing for this operator is a Wastewater Treatment Level A and Drinking Water Treatment Level B or a Wastewater Treatment Level B and a Drinking Water Treatment Level A.
    • Operator VIII: The required licensing for this operator is a Wastewater Treatment Level A and Drinking Water Treatment Level A.
    • Operator Trainee: If hired as a Utility Plant Operator Trainee, a double license in Wastewater and Drinking Water will be required. Depending on the initial assignment, a Wastewater Treatment Level C or Drinking Water Level C license must be received within twelve (12) months of hire. An operator trainee will be required to become double licensed within twelve (12) months of being transferred to either the Wastewater or Drinking Water Division to complete the double licensing.
  • Security Clearance: Florida Department of Law Enforcement background clearance.
  • Knowledge, Skills and Abilities:
    • Knowledge (basic (I), intermediate (II), or advanced (III ) level depending on position) of local, state and federal regulations affecting work.
    • Knowledge (basic (I), intermediate (II), or advanced (III ) level depending on position) of departmental rules, policies and procedures.
    • Knowledge of safety guidelines for water/wastewater facilities.
    • Knowledge of safety regulations and practices and the ability to carry out and enforce.
    • Knowledge of the principles, practices, equipment and methods used in water and wastewater treatment.
    • Knowledge (basic (I), intermediate (II), or advanced (III ) level depending on position) of chemistry and laboratory procedures as applied to water/wastewater treatment.
    • Knowledge (basic (I), intermediate (II), or advanced (III ) level depending on position) of Supervisory Control and Data Acquisition (SCADA) or similar software.
    • Knowledge of appropriate Personal Protective Equipment (PPE) to use during performance of work.
    • Ability to demonstrate safe and appropriate use of PPE during performance of work.
    • Ability to establish and maintain effective working relationships with other employees and the public.
    • Ability to operate a motor vehicle.
    • Ability (basic to intermediate level) to utilize Microsoft Office Suite, e.g. Outlook, Work, and Excel.

  • Work Environment: This position performs the duties in a treatment facility setting. When in the treatment facility setting the noise level in the work environment is very loud. This position is also frequently exposed to various weather conditions, working near moving mechanical parts, working in high, precarious places, fumes or airborne particles, toxic or caustic chemicals, working on slippery or uneven surfaces, disease/blood/bodily fluids, excessive or poor lighting and works in or with moving objects/vehicles.
  • Physical Demands: The primary functions require frequent periods of standing, walking, bending, driving, and using hands to handle or feel. Occasionally this position will be required to sit, push, pull, climb or balance, stoop, kneel, crouch or crawl, and reach with hands and arms. In addition, this position may be required to occasionally lift and carry up to fifty (50) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, speech and hearing, with or without assistive devices.
  • Equipment/Tools and Technology Used: This position utilizes tools and equipment while performing the duties of the job including but not limited to: City vehicle, computer, printer/peripherals, assorted hand tools, lab equipment (i.e. pH meter, chlorine meter, turbidity meter, microscope, scales, ORP meter, deionized water), in-line operational equipment, auto-samplers, pumps, motors and valve keys.
  • Employee Infection/Exposure Risk Classification: Category I: Employee is required to perform tasks that involve exposure to blood, bodily fluids or other potentially infectious materials (OPIM). All procedures and other job- related tasks that involve a potential for mucous membrane or skin contact with blood, bodily fluids or OPIM, or that involve a potential for spills or splashes are Category I tasks.
