JOB SUMMARY

The Business Analyst will play a key role in evaluating business processes, identifying areas for improvement, and developing data-driven solutions to enhance efficiency and effectiveness. This position requires strong problem-solving skills, the ability to gather and interpret complex data, and excellent communication to collaborate with stakeholders across departments.
  • Facilitate business process analysis with stakeholders to identify and match technical solutions with business requirements.
  • Gather and document business requirements from stakeholders and translate them into actionable insights.
  • Develop reports, dashboards, and visualizations to support data-driven decision-making.
  • Collaborate with internal stakeholders and external vendors to facilitate the integration of systems, optimize existing technology, and apply timely/effective software upgrades.
  • Assist in project management tasks, ensuring timely delivery of solutions.
  • Communicate findings and recommendations to leadership through presentations and reports.
  • Document processes, requirements, and risks that guide development and implementation of systems.
  • Coordinate IT projects with stakeholders to ensure timely, budget-conscious, and scope-aligned delivery.
  • Assist in resource allocation, and the coordination of training to support project outcomes and system enhancements.

ESSENTIAL JOB FUNCTIONS:  

 Business Analysis:

  • Analyze business needs and processes, matching potential technical solutions with those needs.
  • Review City business operations to define functional requirements, map business processes, and identify areas for improvement and automation.
  • Specify and document potential integrations between different software systems, including data exchanges, software interactions, and database schema design.
  • Collaborate with IS technical staff and users on technical designs, specifications, and system support.
  • Analyze existing systems, recommending solutions to maximize technology utilization.
  • Prepare functional specifications, evaluating cost impacts and long-term viability of solutions.
  • Review, research, recommend, and assist in business process redesign, including updating policies and procedures.
  • Assist in evaluating potential new software to ensure they meet technical requirements.
  • Recommend software upgrades, support implementation, including testing to achieve project objectives.
  • Arrange for necessary training for users and staff.
  • Prepare and present special and recurring reports and recommendations.
  • Assist in the preparation of project budgets, data compilation, report generation, and maintenance of databases, records, and files.
Project Coordination:
  • Coordinate delivery of every IT project on time, within budget, and scope.
  • Ensure the success of critical applications and initiatives. 
  • Identify, manage, and mitigate project risks and issues.
  • Support the development of project charters to establish objectives, scope, technical feasibility, and approach with all stakeholders.
  • Assist in ensuring resource availability and allocation.
  • Help develop detailed project plans.
  • Measure project performance using appropriate tools and techniques.
  • Maintain project documentation.
  • Coordinate internal resources and third parties/vendors for the effective execution of projects.
  • Support the management of people and projects, facilitating team dynamics and communication

MINIMUM REQUIREMENTS

  • Bachelor's Degree in Information Technology, Management Information Systems, Computer Science, Accounting, Finance, Economics, Business Administration, or a related field; Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. 
  • Three (3) years of experience in business analysis with some experience in project coordination or support roles.
  • Preferred Certifications: Certified Business Analysis Professional (CBAP), Project Management Professional, or similar. Knowledge of project management practices required.
ORGANIZATIONAL RELATIONSHIPS
Reports to: Director of Information Technology
Directs:      This is a non-supervisory position
Other:         Works closely with City departments, co-workers, general public, and representatives of various organizations and agencies.

Salary : $4,835 - $7,305
