JOB SUMMARY
Under the general supervision of the Engineering Services Manager, the Engineer EIT/PE performs high-level engineering-related duties in the City’s Development Services Department including, but not limited to, reviewing and processing commercial and residential development services applications and providing technical support and information to internal and external customers of the City.
ESSENTIAL JOB FUNCTIONS:
- Reviews and approves plats and site development plans for commercial and residential development for compliance with City Codes and Ordinances with emphasis on drainage, grading, floodplain and water quality requirements;
- Prepares written technical comment letters for reviews of development applications;
- Communicates effectively with internal and external stakeholders on engineering issues and concerns and works towards a positive outcome
- Works with Development Services staff to ensure ordinances and standards are being met for proposed development projects
- Serves on the Development Services Committee, to discuss and make decisions on development-related questions and concerns;
- Attends development meetings and construction meetings to give engineering guidance to developers, contractors, and citizens;
- Maintains the computer based tracking system (MyPermitNow) to show status of all city plat, subdivision, various permits and construction plan submittals;
- Reviews the City’s right-of-way construction permitting, including network nodes for 5G service, for compliance with City Codes and Ordinances;
- Reviews residential grading permits, floodplain development permits, drainage studies for development projects for compliance with City Codes and Ordinances;
- Responds to citizens’ inquiries and requests for engineering related information such as drainage, floodplain, grading, easement, and water quality issues in person, over the telephone and via email;
- Performs site visits and field inspections for projects under review and construction and coordinates resolution for potential construction problems with City inspector, contractor, engineer, and owner;
- Coordinates with City’s GIS Department for maintenance of record drawings for public and private projects in database;
- Assists the City’s Floodplain Administrator in their duties including issuing permits for development in City’s floodplain and enforcing requirements of the City’s Floodplain Management Regulations on development projects;
- Performs such other related duties as may be assigned.
MINIMUM REQUIREMENTS
Engineer, EIT
Bachelor of Science degree from an accredited college in Engineering with major course work in civil, environmental, or biological and agricultural studies; Or, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Required: EIT Certification
Preferred:
- Experience with GIS, Auto-CAD and My Government Online web application
- Experience with the FEMA regulations and the City of Austin Drainage Criteria Manual
- Certified Floodplain Manager certificate
Must possess a Valid Texas driver's license with acceptable driving record or have the ability to get one in 30 days.
Engineer, PE
Bachelor of Science degree from an accredited college in Engineering with major course work in civil, environmental, water resource planning, or biological and agricultural studies; Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Required:
- At least four (4) years of experience
- PE Certification in Texas
Preferred:
- Experience with GIS and Auto-CAD and My Government Online web application
- Experience with the FEMA regulations and the City of Austin Drainage Criteria Manual
- Certified Floodplain Manager certificate
Must possess a Valid Texas driver's license with acceptable driving record or have the ability to get one in 30 days.
Knowledge & Technical Skills:
Knowledge of: Comprehensive knowledge of modern principles and practices of drainage analysis and design as applicable to a municipal setting; thorough knowledge of the related federal, state, and local ordinances, laws and regulations; thorough knowledge of applicable City policies, laws, and regulations affecting Department activities.
Skill/Ability to: communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public; ability to conduct necessary research and compile comprehensive reports; write routine reports and correspondence; and establish and maintain effective relationships with public officials, superiors, subordinates, and the public with a willingness to provide top level customer service.

Reports to: Engineering Services Manager
Directs: This is a non-supervisory position
Other: Works closely with City departments, co-workers, general public, and representatives of various organizations and agencies.
