Determines eligibility for new HCV program participants and continued eligibility at recertification for families on low income in need of housing assistance. Recruits and provides support for current HCV families for the Family Self Sufficiency Program to guide them to achieve their goals and build an escrow account through additional HUD grants.
Successful completion of a pre-employment background check, physical examination (if applicable) and drug screen are required prior to employment with the City of Cedar Rapids. The City of Cedar Rapids does not offer sponsorship for employment authorization.
Job Duties and Responsibilities
- Implements program requirements, including providing department testimony at information hearings, implementing citizenship tracking, and mediating owner charges for unpaid rent, vacancy losses due to damage, and program marketing.
- Collects, assembles, reviews and evaluates household financial and personal data to determine program eligibility, and reauthorization to participate.
- Interviews program applicants, participants, employers, and other information sources to verify financial, household, and program reauthorization data.
- Issues housing certificates or vouchers for eligible applicants and participants and informs clients of program rules, procedures, lease, or rental agreements. Monitors completion of required forms.
- Provides information to potential rental owners and housing contractors about housing program requirements, processes, and procedures.
- Administers and coordinates Section 8 Housing Choice Voucher Special Programs, including the Family Self-Sufficiency Program (FSS) and Homeownership Options. Evaluates rental properties for participation in the Leased Housing Program and performs annual inspections of participating properties.
- Informs property owners of required repairs. Establishes deadlines for corrective actions and monitors compliance and related payment activities.
- Investigates and resolves participant and property owner complaints.
- Attends departmental, city wide, and outside agency meetings. Prepares and presents educational briefings to program families, owners, and other agencies as required.
- Performs related work as required.
Required Education and Experience
- Bachelor’s degree from an accredited college or university in Social Work or a related field
- One (1) to three (3) years of experience in a housing related field, social service agency fieldwork
- An equivalent combination of education and/or experience
- Excellent written, verbal, and interpersonal communication skills
- Proficiency with Microsoft Office
- Ability to work collaboratively with a diverse population
Work Schedule
- Monday - Friday 7:30am to 4:30pm
Salary : $55,494 - $74,942
