SUMMARY:
Chattanooga Head Start is a grant-funded program, and is subject to reapplication every 5 years.
The Assistant Director of Head Start/Early Head Start Assists the Director in the planning, directing and administering the City’s grant-funded Head Start/Early Head Start program. This position is specifically responsible for ensuring the continued success of the Education, Health, Mental Health & Disabilities, and Family Services departments. This includes planning, organizing and monitoring operations, functions, activities, services, and personnel within these content areas. The Assistant Director will support the Director in efficient program planning and development, program management and continuous quality improvement, self-assessment, and ongoing community relations. The position is an on-site position located in the Head Start/EHS Administrative Office for 260 days per year.
ESSENTIAL FUNCTIONS:

Support the Director in implementing the One Chattanooga Vision to build a universal path to early learning for all Chattanooga children and families.
Ensures the success of the Head Start program as it relates to its primary services: Health, Mental Health & Disabilities, PFCE and Education.
In conjunction with the Director, and Head Start staff, prepare funding applications, including monitoring and reporting to funding sources, as required for two Federal Head Start grants and the Child and Adult Care Food Program (CACFP).
Provides supervision, leadership, guidance, and monitoring of the Education Manager, PFCE Manager, Health Manager, and the Mental Health & Disability Coordinator to support compliance in all service areas that these staff oversee.
Assists in developing and implementing budgets, plans, and goals for the program.
Assist in the design of internal structures, systems, and policies.
Coordinate with the Head Start Director, Operations & Compliance Manager, and Fiscal Operations Manager in the strategic planning process.
Facilitate community needs assessments.
Ensure adequate systems are in place to maintain the highest quality of services to children and families in compliance with Head Start Program Performance Standards, Head Start Act and Tennessee Department of Human Services Childcare Licensing.
Ensure consistency in service delivery across programs with attention to inclusive practices and integration of component areas.
Coordinate with Director, and Operations & Compliance Manager in the completion of the annual Self-Assessment, Community Assessment and Strategic Planning as required by Head Start regulations.
Implement internal and external reporting systems and procedures for monitoring and controlling fiscal and program activities.
Coordinate with the Director, and Operations & Compliance Manager, to prepare and submit program annual reports to the public annually.
Coordinate with the Director and Operations & Compliance Manager to prepare and submit an annual Program Information Report (PIR).
Use program data for continuous quality program improvement and to make data-informed decisions.
Alongside Head Start Director, maintains ongoing communications with the regional office on overall programming including outcomes data, and growth towards School Readiness Goals, Family Engagement and other Head Start Initiatives.
Assists Director in the oversight of the planning and implementation of successful federal Head Start reviews
Make recommendations to the Director, Operations and Compliance Manager and HR Business Partner as to the hiring, termination, advancement or any other changes of status of Head Start employees as needed.
Attend Head Start Association meetings (State, Regional, and National), board meetings, conferences, and workshops as requested.

MINIMUM QUALIFICATIONS:
Bachelor's Degree in Administration, Early Childhood Education, Early Childhood Special Education, Child and Family Development, Human Services or related field required. Master’s Degree preferred.
Three (3) years experience in upper level Head Start or educational leadership, management, and administrative supervisory positions.
Any combination of relevant education and experience to perform the essential functions of this position will be considered.

Knowledge of Tennessee child care licensing requirements and Head Start Performance Standards; The twelve Head Start program management, planning, and oversight systems that are critical to high-quality service delivery; principles, practices, and objectives of early childhood education and Head Start/Early Head Start programs; securing Federal and state funding to improve program facilities and expand services; development, write, and submission of grant proposals to federal, state, and private funding agencies; problem solving, group facilitation and ability to work well with others
