Work Schedule: Monday - Friday, 8 a.m. - 4:30 p.m.
This position works 240 days per year, 8 hours per day. Schedules may vary due to work assignments and projects.

SUMMARY:
Chattanooga Head Start is a grant-funded program, and is subject to reapplication every 5 years.


The Family Service Supervisor is a critical part of the Head Start team working with families of enrolled children. Under the direction of the Family Services Coordinator and Manager, the Family Service Supervisor assures full enrollment and supervises the Family Support Advocates. They facilitate the recruitment of children and families, provide Parent Involvement activities for parents, and ensure that each family's partnership agreement is complete. They ensure follow-up on all referrals and services, assuring that each child has a physical, dental exam, up-to-date immunizations, and USDA documentation, as well as ensuring that the work to obtain this information is documented.

ESSENTIAL FUNCTIONS:
The following duties are NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities.

Supervises Family Support Advocates’ work, which begins with assuring each child has an up-to-date immunization, physical, and dental documentation for USDA and a Family Partnership Agreement with each family, as soon as possible, after enrollment with frequent updates.

Monitors staff in regard to assisting families to develop positive habits with their children about attendance.

Provides resource information to staff about community resources.

Monitors staff in regard to assisting in parent training.

Conducts regular monitoring of family advocates

Plans and implements strategies for a timely recruitment of children and families at the center level and takes into consideration all county demographic information assuring full enrollment and a waiting list.

Fill in classrooms when necessary to meet ratio for the safety of children.

Ensures that all of the documentation by Family Support Advocates is complete and correct.

Meets with staff for the purpose of planning, scheduling, implementing and problem solving.

Assists Family Support Advocates to incorporate required training in their work with children and families.

Interacts with staff and parents, demonstrating appropriate interpersonal skills and provides support to staff as they work with each other and with parents.

Demonstrates work habits which comply with agency personnel policies and procedures, completes special assignments from immediate supervisor or Head Start/Early Head Start Director.

Establishes Center Committee and obtains Policy Council Representatives

Supervises staff in planning parent activities and preparing calendars of monthly parent meetings and activities for the assigned center.

Conducts door-to-door recruitment of eligible children for the program.

Administers the center Parent Involvement fund.

Conducts on-going evaluation of delivery of services by monitoring monthly reports and family files.

Evaluates Family Support Advocate staff yearly.

Fills in and does the work of an advocate when a position is vacated.

Supervises children as a fill-in for educators to prevent classroom closure and/or undue hardship on center.

Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

AA degree in social work or a related field required.
BS or MA in social work or related field preferred.
At least 3 years of experience working with low-income families.
Any combination of equivalent experience and education to perform the essential functions of the position will be considered.

LICENSING AND CERTIFICATIONS: None.

KNOWLEDGE AND SKILLS:
Knowledge of fluency in language used by the families served; community resources; human development; family dynamics; needs of children.

Skills in record keeping and data entry; working with state or federal regulations, deadlines, and mandates; staff supervision and coaching; proactive communication and responsive listening; Google Suite: Mail, Drive, Contacts, Calendar, Meet; also Google Docs, Sheets.

PHYSICAL DEMANDS
Positions in this class typically require: stooping, kneeling, reaching, standing, walking, feeling, talking, hearing, seeing and repetitive motions.


WORK ENVIRONMENT:
Medium Work - exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects
