Job Overview
This is a highly responsible position with professional and administrative work in directing municipal financial operations while serving the community with integrity, transparency, and excellence. Work involves responsibility for directing financial planning, general accounting, budget administration, debt administration, human resources, payroll and benefit administration, purchasing, licensing, receipt collection, accounts payable, risk management (business insurance), escrow, grants, fixed assets, maintaining financial records, auditing accounts or routine accounting documents, financial forecasting, cash management and investments, and financial reporting within generally accepted accounting principles. Supervision is exercised over a staff of administrative and clerical personnel. Position is part of the Executive Management Team, working under the direct supervision of the City Administrator.
Skill Requirements
Supervises, reviews, and participates in the development of general procedures, methods, and evaluation of results of the various activities of a financial nature, including finance administration, licensing, accounting, purchasing, treasury, cash receipts, budgeting, long-term financial forecasting, and preparation of recommendations for long-term financing of projects and facilities.
Confers with and advises subordinates concerning difficult work problems, the development and installation of new work procedures and policies, and appropriate methods of coordinating services; directs the continuing evaluation of financial programs and services.
Supervises and participates in accounting procedures including the reconciliation of transactions, the preparation of required reports, and the control of receivables and payables. Responsible for period reporting for ARPA, Opioid Settlements, Equitable Sharing (ESAC), biennial FHWA 536, and semi-annual financials.
Prepares monthly financial update for City Council. Works closely with Finance and Administration Committee and the Citizens Advisory Committee (FACAC). Prepares documents for the transparency portal on the City website.
Serves as budget officer, establishes budget format, type, and criteria; assists departments in the preparation of budget requests; appraises, adjusts, and correlates budget requests among programs and function; works closely with the City Administrator on the preparation of an annual budget and compiles final budget for review by the Council; maintains budget and expenditure control. Prepares document for completion of the Annual Budget Award and submits to GFOA. Conducts the annual public hearing for the submission of the annual budget proposal.
Manages the yearly financial audit for the City, Chesterfield Valley TDD, Chesterfield Regional TIF, and Special Business Districts. Prepares all required work papers related to the audit. Works closely with the auditors throughout the year.
Serves on the advisory board of the Wild Horse Special Business District and the Downtown Chesterfield Special Business District.
Prepares schedules necessary for completion of the Annual Comprehensive Financial Report. Prepares submission to GFOA, EMMA, and state auditors.
Serves as treasurer of the Chesterfield Valley Transportation Development District; supervises the deposit of all funds in depositories designated by the City Council; estimates the cash needs of City government; invests idle funds in accordance with the City's investment policy.
Supervises personnel practices and employee benefits, including benefits, compensation, employees’ records and relations, and ensures programs comply with Federal laws governing all personnel practices. Analyzes salary and benefits data to determine appropriate compensation plan.
Provides leadership, coaching, and training to finance and human resource staff to foster professional development.
Confers with other City officials and local and federal representatives on fiscal management problems and planning; advises the City Administrator, Mayor and City Council on financial management matters.
Respond to sunshine requests in accordance with Missouri sunshine law Chapter 610 in the Missouri Revised Statutes.
Performs related work as required and special projects as assigned.
Thorough knowledge of the principles and practices of government finance administration and generally accepted accounting principles; the principles and practices of municipal budgeting; the functions, structure, and operating routines of municipal government. Must be proficient in Microsoft Office Suite, particularly intermediate-level skills in Excel, Word, and PowerPoint. Ability to plan, assign, and supervise the work of personnel engaged in a variety of technical, financial, clerical, and related activities; to develop sound fiscal systems, procedures, and internal controls; and to establish and maintain effective working relationship with subordinates, government officials, and the general public. Strong problem-solving skills to efficiently address and resolve issues. Ability to create and lead presentations to the public, committees, staff, and various interest groups. Ability to cultivate positive working relationships within the organization and with external stakeholders. Capacity to make independent decisions within the scope of responsibility while providing support for strategic choices. Strong communication skills, leadership skills, and the ability to interpret financial data.
Completion of Degree program in accounting, or a related field; and a minimum of five years of experience in municipal accounting and finance work, including experience in both administrative and supervisory capacity; or any equivalent combination of education and experience. A CPA license, CMA certification, or an MBA degree is highly recommended. Knowledge of Tax Increment Financing, tax rate setting, application of Missouri Hancock amendment limitations, and other public financing options is preferred.
