Code Enforcement Officer
JOB TITLE: Code Enforcement Officer
CLASSIFICATION: Non-Exempt

SALARY: $48,096 to $67,334 Annually
GENERAL JOB DESCRIPTION
A technical position that performs field inspections, cleanup, and training to ensure compliance with applicable City codes, ordinances, and OSHA workplace practices.
PRIMARY DUTIES AND RESPONSIBILITIES
- Provide inspection and compliance oversight for city code and zoning enforcement. Inspects commercial, industrial, and residential private properties; ensures compliance with applicable city codes, ordinances, regulations, site plan approvals, and development approvals; serves as the primary contact and liaison for complaints of zoning violations; investigates and assists with the prosecution of zoning violations; performs follow-up inspections when necessary.
- Provide inspection and compliance oversight for city buildings and vehicles to ensure compliance with safety and performance standards set by city and state regulations and OSHA best practices.
- Respond to accidents and injuries to city vehicles and employees that occur around the city.
- Produce written reports and necessary documentation of violations and incidents to include required corrective action. Issue notifications of violations, citations and other correspondence to property owners and city entities as needed.
- Train employees on appropriate aspects of compliance with workplace and safety best practices.
- Monitor and document abatements of property by city agencies and/or approved contactors.
- Implement and monitor department goals, activities, policies, and procedures; evaluates administrative and operational needs; recommends changes to code enforcement related policies and procedures as necessary.
- Communicate frequently with Compliance Coordinator for scheduling, documentation, and planning. Coordinate report processing and workflow for timely completion and efficiency.
- Address customer service and public relations situations relating to code enforcement; take or recommend action to ensure resolution of complaints.
SECONDARY DUTIES AND RESPONSIBILITIES
- Operate city vehicle in accordance with applicable traffic law and department policy & procedure.
- Perform work activities according to safe work practices and procedures.
- Communicate effectively with administrative staff to solve system/procedural issues; coordinate and communicate frequently with immediate supervisor to identify challenges and training needs.
- Serve as an advisor and liaison between the Compliance Division and other local governmental agencies such as Human Resources, Sanitation, Police Department, Forestry, GIS, and County Assessor’s office.
- Prepare case files, photography, and supplemental information for pending court proceedings. Provide courtroom testimony when required.
- Perform other duties and responsibilities as required.

- Modern principles, practices, and techniques of Code and Zoning Enforcement administration.
- Ability to understand development ordinances, including subdivision, and zoning; and to read, interpret, and understand site plan approvals and development agreements.
- Pertinent federal, state, and local laws and regulations related to code enforcement administration.
- General knowledge of OSHA regulations and best practices.
- Principles and procedures of systems analysis, design, systems programming, and documentation.
- Organization, policies, and operating procedures of the Code Enforcement section.
- Internet data/website researching.
- Standard business software, including word processing and spreadsheet programs.
- Excellent written and oral communication skills.

QUALIFICATIONS FOR THE JOB
Required:
An academic degree in Business/Communications/Administration or any combination of education, experience, and training that has provided the necessary knowledge, skills, and ability.
PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
Working Environment:
Works frequently in field/commercial/residential public environment. Operates vehicle, radio and assigned equipment. Exposure to inclement weather and field conditions.
