Description and Essential Functions
To install/integrate, test, maintain and monitor the performance of software products; to provide technical support to users of a multi-client, multi-vendor software environment; to confer with end users to determine types of software required; to train and support end users in the use of equipment and software; and to perform related work.
Distinguishing Characteristics: This is the full journey-level class within the Application Support Specialist series and has the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. Employees in this class are distinguished from the Senior Application Support Specialist in that the latter is generally assigned more complex and difficult work projects, including technical and functional guidance of assigned staff.
Supervision received and exercised: Receives direction from the Applications Support Manager.
Essential Functions: Functions may include, but are not limited to, the following: support end users in application functionalities and implement software modifications to meet product/platform connectivity needs and specialized user requirements, including report writing; serve as the administrator for assigned applications; set up new users and delete users as required including assigning appropriate security levels for assigned applications; train end user personnel in the use of systems or applications; serve as a resource for specified applications; provide technical assistance regarding connectivity to other peripheral equipment; identify and resolve network systems problems related to the integration of the assigned application(s) and network application connectivity and routing requirements and issues; consult with end users, management, staff and vendors in the identification and resolution of computer systems software problems and/or difficulty; install application updates as needed; apply patches and develop procedures to ensure consistency of applied patches; coordinate installation availability of the application; assist with the analysis, evaluation, testing and implementation of computer systems for assigned applications and/or user groups; may create specifications for systems to meet business requirements and enhance performance; use report-writing tools unique to supported applications and use SQL-based reporting software to create data extractions, spreadsheets and reports that meet end-user specifications; perform configurations on systems and applications, implements custom interfaces, reports, and data exchanges; prepare and update user manuals and documentation, user guides and training materials; perform routine maintenance and operations as required; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; perform other duties related to this position as assigned.
Minimum Qualifications
Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be two years of progressively responsible professional experience in information technology and/or programming, including design and/or development of systems and procedures AND training equivalent to a bachelor’s degree in computer science, information technology or closely related field. (Knowledge of specific applications and systems will vary depending on assignment and will be specified on the job announcement.)

Knowledge of: principles and practices of computer science and information systems; use, troubleshooting, and maintenance of enterprise-level software applications – for example: Tyler Enterprise ERP (Munis), Tyler Cashiering, Tyler Utility Billing, Accela Permitting, Microsoft Office 365, UKG Telestaff, or others; use and maintenance of help desk ticketing systems; role-based security and the ability to restrict system access to authorized users; relational database design, implementation, and management; SQL for database query and analysis; report writing principles and implementation; broad knowledge of assigned areas’ operations, business requirements and information technology needs; English usage, spelling, grammar, and punctuation; network routing and data transmission troubleshooting and design. Ability to: demonstrate strong analytical, problem solving, and conceptual skills; train end users as required; communicate clearly and concisely, both orally and in writing, with the ability to express complex technical concepts in business terms; operate various computer software applications related to assignment; apply sound judgment and interpretation based on acquired knowledge in circumstances where limited standardization exists; exercise discretion in the use of confidential information; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.
Physical Demands and Working Conditions: On a continuous basis, sit at desk for long periods of time; intermittently stand and walk. Intermittently twist and reach office equipment above and below shoulders; use telephone, write or use keyboard to communicate through written means; use a computer keyboard on a regular and continuing basis; lift up to 10 pounds. See in the normal vision range with or without correction to read typical business documents and computer screens; hear in the normal range with or without correction. Primary work is in performed indoors in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level; there is some exposure to the external environment when going to outlying offices. Work is frequently disrupted by the need to respond to in-person and telephone inquiries. Employees may be required to work during irregular work hours such as evenings, weekends and holidays as needed.
