To provide comprehensive staff assistance to the City Manager’s Office; administer specific program area(s) as assigned by the City Manager; develop, organize, and maintain one or more specialized management projects or support activities; conduct major analytical assignments and may assist departments in such tasks as program evaluation; conduct organization, management, and general studies; and perform related work as required.

This is an unclassified, at-will position.  The newly-hired employee in this position may receive up to $5,000 relocation allowance for expenses incurred for the relocation of the employee and their immediate family to San Diego County.  

Supervision Received & Exercised
Receives general direction from the City Manager, Assistant City Manager and/or Deputy City Manager. May exercise supervision over assigned personnel.

Essential Functions
Functions may include, but are not limited to, the following: provide comprehensive staff assistance to the City Manager, Assistant City Manager, Deputy City Manager, and department directors, as needed, regarding administrative, fiscal or operational issues, policies or procedures; manage specific programs, projects, activities and/or operations in the City Manager's Office; assume direct responsibility for monitoring and administering a variety of programs; oversee assigned administrative support functions including budget; develop and implement operational, administrative, program, and other policies and procedures; assist in contract negotiations and administration; procure and oversee professional service contracts; participate in drafting and implementing City-wide and departmental goals, policies, and procedures; collect, compile, and analyze complex information from various sources on a variety of specialized topics related to assigned programs; prepare reports which present and interpret data, and identify alternatives; make and justify recommendations; serve as City liaison/facilitator with public and private organizations, community groups and other related organizations; receive and respond to complaints and questions from the general public relating to assigned programs; review problems and recommend corrective actions; prepare summary reports as required; develop and draft a variety of City policies and procedures including operational procedures, ordinances, and resolutions; develop and recommend appropriate alternatives and courses of policy action; prepare or draft related proposals, reports and records; administer and monitor various grants, including preparing grant applications and modifications; participate in special projects including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepare and present reports; assist in the preparation of ordinances and other supporting program documents; prepare and monitor program contracts and related proposals; monitor compliance with applicable contracts and agreements; prepare comprehensive technical records and analytical reports pertaining to assigned area of responsibility including resolutions and ordinances; conduct research and comprehensive data collection efforts to support analysis; coordinate activities with other City departments, the public and outside agencies including training, emergency preparedness drills, information forums and other communications and contacts; manage specific programs/projects as assigned by the City Manager; serve on committees as assigned and represent the City in discussions regarding municipal operations and programs; coordinate assigned legislative programs, activities, and administrative support functions with other City departments, the public and outside agencies; participate in the development and implementation of new or revised programs, systems, procedures, and methods of operation; recommend and assist in the implementation of goals and objectives; implement policies and procedures; monitor and maintain compliance with pertinent Federal, State and local laws, codes, regulations and ordinances; assist in implementing procedures to ensure compliance with applicable laws and regulations; participate in the preparation and administration of assigned budgets; maintain and monitor appropriate expenditure controls as assigned; attend City Council and commission meetings as well as conferences to represent the City/City Manager's Office and input on matters being considered; build and maintain positive working relationships with co-workers, other employees and the public using principles of good customer service; perform related duties as assigned.Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be: five (5) years of professional experience in administrative analysis, administrative research or as an assistant to a top administrator having budget, personnel, or program responsibilities and training equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a related field.  License or Certificate: possession of a valid California driver’s license.Knowledge, Skills and Abilities
Knowledge of: principles, methods, and problems in municipal public administration including organization, personnel and fiscal management systems and procedures; research methodology, including statistical and financial analysis, and report preparation; city government and intergovernmental relationships; budgeting procedures and techniques; principles and practices of business correspondence and report writing; modern office procedures, methods, and computer equipment; English usage, spelling, grammar, and punctuation; computer equipment and software applications related to assignment.  Ability to: perform responsible and difficult administrative work involving the use of independent judgment and personal initiative; prepare and administer a budget; interpret and explain department policies and procedures; analyze problems, identify alternative solutions, and project consequences of proposed actions and implement recommendations in support of goals; gain cooperation through discussion and persuasion; establish and maintain effective working relationships with those contacted in the course of work; communicate clearly and concisely, both orally and in writing; on a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules and procedures; and explain and interpret policy; operate computer equipment and software applications related to assignment; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.

Physical Demands and Working Conditions
On a continuous basis walk, stand, bend, crouch or stoop, sit for varying periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, write or use keyboard to communicate through written means; and to lift and carry weight of 15 pounds or less for varying periods of time; see in the normal vision range with or without correction; hear in the normal range with or without correction. Primary work is performed within an even-floored, carpeted, and air-conditioned office environment with florescent lighting and a moderate noise level.  Some movement is required from office-to-office and there is occasional exposure to the external environment when going to outlying offices or meetings.  Work is frequently disrupted by the need to respond to in-person and telephone inquiries.
