General Statement of Duties

This employee, in departments other than Traffic Engineering, performs the work as a Substation Maintenance Technician on voltages up to 138,000. This position may direct work of others in more difficult and complex types of electrical work including work on high voltage. Work includes more advanced technical knowledge of electrical controls and complex devices. Duties include layout and installation, maintenance, repair, replacement, adjustment, inspecting, cleaning, testing, and troubleshooting of electric and electro-mechanical systems and component parts. Employee troubleshoots on electrical, hydraulic or pneumatic controls and low voltage control wiring on any type of equipment or tools; works on buildings, grounds, machinery, sound and alarm systems, in the field, or at the shop; may be assigned to work in confined areas or at unusual heights such as scaffolding, aerial ladders, bucket trucks, poles, or other building structures or water towers; uses and analyses thermography; works with Variable Frequency Drive (VFD) units and on equipment that operates on 5000 or more voltages (high voltage), single phase and three phase wiring which may include machinery, distribution systems, switchgear, transformers, sub-stations, control circuits, etc., and their components. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Medium Voltage switching procedures and safe practices.
Rewiring of light fixtures.
Hardware and fittings of the electrical trade (various gauges and types of wire, conduit, couplings, fittings, relays, boxes, circuit breakers, etc.)
Safety precautions (including lock-out tag-out procedures) necessary when working with electricity, especially high voltage, and around machinery with exposed moving parts.
Safety with high voltage (HV) including the use of HV gloves, blankets, hotsticks and remote racking; formal training and experience in switching, isolating and maintaining high voltage and other potentially dangerous systems.
Principles with advanced experience and understanding of safety concerns, clearances necessary, and precautions associated with high voltage equipment.
Basic electrical theory-circuits and conductors.
Electrical terminology, codes, and symbols to read schematics and blueprints.
Typical hand tools used in electrical work (cable connectors, crimping tool, pliers, wire cutters).
Typical electrical test instruments (ammeter, voltmeter, meggar, multimeter).
Electrical formulas and computations involving adding, subtracting, multiplying, and dividing fractions and decimals.
How various circuits, equipment, and controls operate, fit, and work together.
Proper operation of electric motors.
Electric control circuits and complex device operations including Variable Frequency Drives (VFD), Programmer Logic Controllers (PLC), Remote Terminal Units (RTU), Programmable Relays and other Electronic System Controllers.
A wide range of electrical devices that require service and trouble shooting which may include:
- Low voltage systems (monitors, alarms, security and safety systems, lighting,
communications, fiber optic, LAN, computer networking devices, etc.)
- Medium voltage systems (controllers, switches, panels, circuit breakers, control power transformers, HVAC equipment, MCC, protective relays, transfer equipment, UPS and power conditioning equipment, emergency generators, medium voltage switchgear and substation equipment, lightning arresters, insulators, interrupters, voltage regulators, isolation transformers, power factor capacitors, etc.
- High voltage systems (high voltage substations and switchgear, high voltage SF6 and vacuum circuit breakers, high voltage cable and terminations, etc.)
Skill to:
Troubleshoot power quality and power outage issues to quickly and safely restore power.
Use test instruments like HV meggers, resistance and continuity testing, multimeters, and others in troubleshooting devices.
Safely use more advanced tools and technology such as laptop computers, programmable and diagnostic type instruments as well as handheld plug-in type analyzers including infrared cameras, fiber testers, LAN testers, attenuation and DB loss testing, power quality and harmonic analyzers, and other complex testing devices.
Make splices in wire.
Pull wire through conduit including use of fiber optic cable.
Run remote terminal units.
Make wiring connections for switches and receptacles.
Drive bucket trucks, aerial trucks, and similar equipment.
Use laptops, computers, and other electronic media as well as application software for documenting work, ordering materials, entering or responding to work orders.
Use various software applications like e-mail, CAD, maintenance management or asset management packages, spreadsheets or word processing and various diagnostic or test applications. [G2]
Use laptops for setting protective relay parameters, downloading programs into controllers, PLCs, RTUs, etc.
Ability to:
Read complex wiring and control diagrams.
Work at depths, in confined places and at great heights from ladders, bucket trucks, and scaffolds, both outdoors and indoors.
Interpret and apply construction plans, blueprint, and wiring diagrams.
Troubleshoot in order to locate various circuit defects.
Independently construct and analyze complex wiring and control circuits for light, power, and equipment operation.
Interpret electrical diagrams, symbols, and terminology.

Examples of Work Performed

Prepare switching plans to restore power or isolate equipment. Troubleshoot power outages and power quality issues to safely restore equipment to proper operations. Installs data boards and data lines to data jacks and computers using fiber optic cable. Installs, wires, tests, and services Remote Terminal Units (RTU), Programmable Logic Controls (PLC), programmable relays, and other electronic system controllers. Installs and modifies conduit and conductors to supply electricity to electrically operated equipment, including Variable Frequency Drive (VFD) units. Installs new aerial lines or replaces damaged aerial lines by working from platform lift trucks, bucket trucks, scaffolding, etc. Installs data boards and data lines to data jacks and computers using fiber optic cable. Runs remote terminal units. Maintains work records using paper forms, checklists, notepads, or various computer programs such as computerized maintenance management or work order software or other devices such as e-mail, CAD, electronic tablets, or laptops. Performs or directs the maintenance and repair of electric motors by testing, inspecting, and servicing, using hand tools and electrical test equipment such as voltmeters, ammeters, and meggars. Maintains, installs, tests, and repairs communications and data system equipment including phone, fiber, radio, wireless, [G1]LAN, and other related systems. Services Ultraviolet system lighting and equipment used in water and wastewater plants. Maintains complex electrical motor starters and control systems. Maintains switchgear and transformers by inspecting, cleaning, and servicing, using hand tools, and cleaning equipment. Maintains batteries and DC system equipment by inspecting, testing, cleaning, recharging, and replacing. Maintains shop and work areas in a safe, orderly, and healthful condition. Repairs or maintains electrical pumps and motors. Repairs all HID, fluorescent, and incandescent light fixtures, installed indoors or outdoors. Repairs or replaces broken and defective wiring, including high voltage feeders Drives bucket trucks, aerial ladders, and similar equipment to work sites. Ability to work on underground and overhead equipment.

Required Education and Experience



Open Requirements: Each applicant must have 5 years of full time, paid experience in the electrical trade with at least 2 years of the experience working with medium voltage (greater than 1,000v) performing maintenance, installation and/or troubleshooting work. Electrical apprenticeship programs, electrical trade school programs (high school level) and accredited college level programs in electrical/electronic may substitute for one year of the required 5 year experience but not the medium voltage requirements.

OTHER REQUIREMENTS
Must have a valid Driver's License.
A valid Commercial Driver's License may be required for certain assignments.
Vision suitable for reading test instrument gauges accurately.
Ability to work with high voltage.
Ability to work in confined spaces.
Ability to climb ladders, scaffolding, etc., and work at great heights.
Strength to safely pull cable through conduit, lift and carry toolboxes, electric panels, and other heavy equipment.
Color vision sufficient to distinguish between basic colors and shades of colors to analyze color-coded wiring systems.
Sufficient finger dexterity to handle small fittings and do precise work inside boxes and equipment.
When assigned, must be willing to work on irregular and/or rotating, split, or night shifts and to respond to emergency calls when necessary.
Must be willing and able to drive assigned vehicles when necessary and to operate mechanical equipment when necessary.

Additional Exam Information:

Credit for Military Service
: Special credit for honorable military service is given (1) only to Ohio residents, (2) who successfully complete all portions of the testing process, and (3) who provide Human Resources a long-form copy of your DD-214 confirming an honorable discharge (Character of Service Box 24 on DD-214). Disabled veterans shall receive ten preference points and non-disabled veterans shall receive five preference points. Veteran's points will be added only to passing scores.
Background Investigation: A criminal background investigation will be conducted for this position (according to Civil Service Commission Rule 15 – Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act). Health Insurance

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Eligible dependents include:

Child (natural child, adopted child, and/or child who the group has determined is covered under a "Qualified Medical Child Support Order")

Basic Life Insurance

A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.


Retirement Plan

The City provides a defined benefit pension plan for part-time and full-time employees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
