Knowledge of:

Knowledge of psychiatric, psychological, sociological, and addiction terminology and concepts; Knowledge of clinical supervisory methods and techniques; Knowledge of alcohol and/or drug addiction and the physiological and psychological effects; Knowledge of existing referral agencies and community resources;
Structure and functions of the criminal justice system. Principles of supervision, training and performance evaluations. Principles of budget monitoring. Principles and practices of safety management. Pertinent local, State and Federal laws, ordinances and rules. Principles of grant application preparation. Basic English grammar, usage and spelling; standard correspondence formats..
Skill to:
Operate appropriate computer equipment; use properly all related hardware and software. Operate assigned vehicle in the course of duty.

Set goals, objectives, and standards for evaluating the components of a Behavioral Health program. Supervise, direct, and coordinate the work of lower level staff. Select, supervise, train, and evaluate staff. Prepare clear and concise reports. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work including City and government officials, community groups, and the general public.Each applicant must have a Master’s Degree from an accredited college or university in the social work, counseling, one of the social sciences or a related field. The applicant must possess one of the following licenses under the Ohio Counselor, Social Worker, and Marriage and Family Therapist Board: Licensed Professional Clinical Counselor -Supervisor (LPCC-S) or Licensed Independent Social Worker-Supervisor (LISW-S). A Licensed Independent Chemical Dependency Counselor-Supervisor (LICDC-S) with the Ohio Chemical Dependency Professionals Board is preferred. Four years of increasingly responsible experience in the social service field dealing with the criminal justice system, or working with victimized populations, including direct management of individual cases, of which at least one year of the work was performed at a lead or supervisory level.

Must have or obtain a valid Driver's License.

Coordinates the organization, staffing, and operational activities for the Health Department's Behavioral Health Program. Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures.
Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements. Directs, coordinates, and reviews the work plan for assigned Behavioral Health services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
Selects, trains, motivates, and evaluates Behavioral Health program personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments as necessary.
Provides staff assistance to an Assistant Health Commissioner; participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary. Coordinates Behavioral Health Program activities with those of other divisions and outside agencies and organizations.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of Behavioral Health. Evaluates counseling services provided by professional and other staff to clients.
Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.- Probationary Period
