Salary Range: 16.13 – 17.64

General Purpose:
Reporting directly to the Chief Code Enforcement Officer, the Code Enforcement Officer performs a variety of office and fieldwork related to inspection and investigations to ensure compliance with all applicable City codes and regulations; and provides information on City regulations to homeowners, business and community groups to enhance and preserve the quality of neighborhoods and businesses.  The position is responsible for enforcing codes pertaining to property use and maintenance and public nuisances.

Work is performed with considerable independence but requires strict adherence within established City Ordinances, Zoning Codes, Property Maintenance Codes, and standard operating procedures.  This is a non-supervisory position. This is a full-time position with full benefits include health insurance, pension, vacation, sick and holiday time. Salary is commensurate with experience and education.

Essential Functions:

  • Performs a variety of field and office work in support of the City's local code enforcement program. Enforces compliance with State and City regulations and ordinances including those pertaining to zoning, land use, nuisance ordinances, health and sanitation, blight, water restrictions, junked vehicles, solid waste, water well verification, filling of swimming pools with outside water source and other codes as assigned.
  • Responds to and investigates complaints from citizens, other agencies and departments on alleged violations of City ordinances. Conducts interviews, investigations and provide guidance for resolution of the violation.
  • Conducts field investigations, inspect properties for violations attempt to make contact at the residence or business in order to resolve violations;
  • Issue and post warning notices, notices of violation and related documentation for code violations.
  • Schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions and negotiations to ensure compliance with appropriate codes and ordinances.
  • Maintain accurate documentation and case files on all investigations, inspections, enforcement actions and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations.
  • As necessary prepare evidence in support of legal actions taken by the City; appear in court as necessary, testify at hearings and in court proceedings as required.
  • Prepare a variety of written reports, memos, and correspondence related to enforcement activities.
  • Patrol assigned area in City vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
  • Serve as a resource to other City departments, the public and outside agencies in the enforcement of the code of ordinances. Interpret and explain municipal codes and ordinances to members of the general public, contractors, business owners, and other interested groups in the field, in the office or on the telephone.
  • Adhere to all laws, polices, rules, regulations, and guidelines of the City of Claremore.
  • Testify in court or at hearings as an expert witness if legal action has been taken against violators.
  • Other duties as assigned.
Knowledge, Abilities and Skills:
  • Knowledge: Knowledge of geography of the City of Claremore including streets, neighborhoods, buildings, and jurisdictional lines.
  • Abilities: Ability to learn and understand City Codes, Ordinances, and Regulations. Demonstrated ability to effectively communicate, both oral and written, with the general public, contactors, public officials, and other City employees. Proficiency to operate and understand the functions of Windows, Microsoft Office, and Code Enforcement Module Software. Ability to understand and adhere to established Standard Operating Procedures. Ability to accurately record and organize information. Ability to use a digital camera. Skill in exercising judgment, courtesy, customer service, patience, tact and diplomacy when dealing with the public, other agencies, and all other City of Claremore departments and personnel.

Minimum Qualifications:

Education:
High School graduate with two (2) years’ work experience. Graduate from college with an associate degree in criminal justice, public administration, business administration or related field or three (3) years’ experience in City code enforcement, construction related position, or any equivalent combination of training and experience preferred.


Experience:
Two (2) years' work experience in a job requiring extensive public contact including some experienced in dealing with the public in an enforcement, inspection, investigation or customer service capacity. Experience that includes the enforcement of municipal codes is highly desirable.

Certification:
Valid Oklahoma Driver License. Possess or willing to receive education and training towards certification as a Code Enforcement Officer within two (2) years of employment. Maintain State Code Enforcement license by taking 4-hours of State mandated continuing education classes to include legislative and legal updates every two years.

Tools and Equipment:
General office equipment such as a multi-line phone, fax, computer, printer, digital camera, working knowledge of basic software for Windows.  Must operate motor vehicle. 

Physical Demands:
Much of work is performed outdoors, but employee is subject to sitting, standing, walking, typing, filing, or using a telephone for extended periods of time. Extensive lifting, stooping, and pulling of signage.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.  The noise level in the work environment is usually quiet to moderate.
