ENTRY SALARY: 

Code Inspector I: $55,240.50

Code Inspector II: $59,128.87

POSITION OPEN UNTIL FILLED

Under limited direction, the Code Inspector I/II oversees and performs complex and technical work to enforce codes, ordinances, and regulations in connection with the City’s Code of Ordinances and Community Development Code.


Currently recruiting for one (1)  general code compliance inspector and one (1) housing inspector.

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Schedules, performs, and completes inspections of private property, limited public areas; coordinates reviews to determine if there are any violations of city ordinances. 
  • Identifies areas of noncompliance, communicates with owners or agents, and posts legal notices.  
  • Utilizes expertise and experience to advise staff on various enforcement processes.  
  • Assists in the training and interpretations of code for staff as needed. 
  • Coordinates and assists as needed in the preparation of cases for the Municipal Code Enforcement Board, Special Magistrate, or Circuit Court of Pinellas County.   
  • Works with other divisions within the department and city to ensure consistency and accuracy with cases. 
  • Assists in the preparation of division reports and policies.  
  • Tracks and coordinates information to ensure accuracy and professional enforcement protocols are followed. 
  • Attends hearings, staff meetings, and neighborhood/homeowner and business association meetings as needed to discuss enforcement activities. 
  • Provides training and education for inspectors and other staff. Coordinates with supervisor on recommended division training.   
  • Monitors violations; tracks allotted time for compliance and ensures all corrections are made within that timeframe; completes re-inspections; makes follow-up calls and engages with the owners to ensure corrections are made; closes cases when all conditions are met and files appropriate documents with the records department.
  • Performs other duties as assigned.

A Code Inspector I/II may be assigned to one of the following areas:

General Code Compliance

  • Conducts inspections on residential and non-residential properties for property maintenance, nuisance, and zoning compliance. 
  • Handles more complex cases such as zoning and short-term rentals.  
  • Oversees nuisance abatements and larger site clean-ups.

Housing 

  • Performs extensive inspections on all residential dwellings; inspects all safety elements and evaluates property based on International Property Maintenance code standards.
  • Reviews and evaluates minimum standards established by code for plumbing, electrical service, light and ventilation, space, safe and sanitary condition of foundation, exterior and interior walls, roof, and other appurtenances; identifies violations in a detailed housing report.
  • Responds to work without permits, issues stop work orders as appropriate and follows through until completion.
Licenses, Certifications, and Equipment:
A valid State driver’s license is required.
Code Inspector I:
  • Florida Association of Code Enforcement (F.A.C.E.) certification is preferred
Code Inspector II:
  • General Code Enforcement: Florida Association of Code Enforcement (F.A.C.E.) certified in Fundamentals of Code Enforcement is required. 
  • Must obtain certification in Legal Issues in Code Enforcement or other certification as approved by the division manager within one (1) year of hire date.
  • Housing: International Code Council (ICC) certified Property Maintenance and Housing Code Inspector or other certification as approved by the division manager is required. 
Education and Experience:
Code Inspector I:
High School Diploma, High School Equivalency or G.E.D. Certificate AND two (2) years of experience in code enforcement, investigations, inspections, or other relevant governmental work; OR an equivalent combination of education, training, and experience may be considered.   

Code Inspector II:
High School Diploma, High School Equivalency, or G.E.D. Certificate AND three (3) years of experience in code enforcement and investigations, as an inspector enforcing international property maintenance, public nuisance or land use codes with a governmental agency; OR an equivalent combination of education, training, and experience.Knowledge of – 
•    City codes, ordinances, and procedures
•    International Property Maintenance, Public Nuisance and Land Development Codes
•    Code Compliance relating to development services
•    Considerable knowledge of City of Clearwater Community Code and Florida ordinances
•    Computer software systems and programs
•    General office policies and procedures; computers and general office equipment 

Skill in – 
•    Engaging with customers, contractors, and inspectors
•    Interpreting and enforcing codes and ordinances
•    Enforcing code ordinances and regulations with firmness and impartiality
•    Decisive decision-making skills
•    Training, overseeing, and assisting lower-level staff and inspectors
•    Maintaining files and documents; preparing cases for hearing
•    Communicating effectively, verbally, and in writing
•    Establishing and maintaining effective working relationships
•    Operating a computer and related software
•    Excursing good judgment and discretion when applying and interpreting rules, regulation, and policies
•    Handling difficult interactions with citizens both in person and over the phone 
•    Retrieving information from a variety of source materials, complex case files, and records
