GENERAL SUMMARY

Under the supervision and direction of the Director of Community Development, the Development Services Coordinator plays a pivotal role in managing the Citys development processes. This position oversees third-party consultants for code enforcement, building inspections, and plan reviews, ensuring compliance with all applicable codes and ordinances. Responsibilities include guiding development projects, addressing substandard structures, managing necessary case work, and providing exceptional customer service to developers, contractors, and the public. The Development Services Coordinator develops policies, administers contracts, conducts necessary field inspections, and leads enforcement efforts to protect the health, safety, and quality of life in the community. Strong communication, organizational, and technical skills are essential.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

Essential and other important responsibilities and duties may include, but are not limited to the following:

Permitting, Inspection and Development Oversight

  • Oversee third-party building inspections and plan review consultants.
  • Serve as the designated staff member with in-depth knowledge of the permitting and development processes, applicable codes, and ordinances.
  • Ensure efficient processing of permits and licenses, including the supervision and back-up relief of the Permit Technician.
  • Interpret building plans, site plans, sketches, and drawings in order to determine sufficiency for application review and general code compliance.
  • Schedule, coordinate, and attend pre-development meetings; Maintain records of meeting notes and provide post-meeting follow-ups to customers, as needed.
  • Perform land-use development inspections related to building setbacks, parking, landscaping, signage, and screening.

Code Enforcement and Substandard Structure Program Administration

  • Assist with the investigation of complaints of code violations; Manage, facilitate and monitor enforcement activities of third-party code enforcement consultants.
  • Assist with addressing violations related to nuisances, signage, zoning, abandoned vehicles, and substandard structures.
  • Collect and examine evidence, prepare case reports, and testify in court or administrative hearings as necessary.
  • Respond to emergencies (e.g., fire-damaged buildings) to determine immediate corrective actions.
  • Lead the process for addressing substandard structures, including managing casework and presenting cases before the Zoning Board of Adjustments.
  • Maintain records of compliance history to support enforcement actions and policy decisions.

Documentation and Reporting

  • Maintain accurate records of inspections, permits, and compliance activities, including the configuration and management of the Citys online permitting portal.
  • Compile and complete reports related to building inspections, code enforcement cases, and other departmental activities.
  • Develop and implement policies and procedures for the department.

Collaboration and Customer Service

  • Provide information and assistance to developers, builders, contractors, and the public regarding building and development standards, codes and regulations.
  • Handle inquiries, complaints, and feedback from citizens and stakeholders in a tactful and professional manner.
  • Work closely with other City departments, government agencies, and community groups to ensure compliance and coordinate activities.

Training and Outreach

  • Participate in public education and outreach programs, including community presentations and festivals.
  • Train and assist staff, including inspectors and permit technicians, in understanding and applying city codes and standards.

Budgeting and Contract Administration

  • Provide recommendations to the Director of Community Development regarding annual budgets, priorities for projects and activities, and determine resources required to complete them;
  • Prepare necessary procurement documents and oversee bidding processes, review and administer contracts, and facilitate any necessary amendments; Maintain regular communication with consultants and vendors, review deliverables and assess performance; Monitor expenses and facilitate PO requisitions and vendor payments.

Program and Policy Development

  • Develop and implement a Rental and Hotel Registration and Inspection program.
  • Monitor and evaluate program effectiveness, consult Community Development Director on reallocation of resources, as needed, and recommend improvements.
  • Develop, implement, and administer goals, objectives, and policies for effective permitting, inspection, and compliance services.
  • Monitor methods and procedures to ensure efficiency and service quality.

Miscellaneous Duties

  • Provide technical advice to staff and management.
  • Assist with plan review for over-the-counter permits.
  • Support the Community Development Director with special projects and administrative tasks.

Pay Grade: 7

Salary Range: ($45,506.24-$65,984.04) paid bi-weekly, depending upon experience and qualifications

Location: City Hall, Cleveland Texas Status: Full-time, non-exempt, at-will

REQUIRED EDUCATION, DEGREES, CERTIFICATIONS, AND / OR LICENSES

Education and Experience

  • Bachelor's degree in a relevant field such as community development, planning, or public administration, or business administration is preferred. Equivalent experience of a minimum of four years in a related field, preferably in municipal government, may be considered in lieu of a degree.
  • Code Enforcement Officer Registration through TDLR or the ability to obtain within one year. (Preferred)
  • ICC Permit technician Certification preferred, and ability to obtain within one year.
  • Any equivalent combination of experience and training that provides the required knowledge, skills and abilities to perform the essential duties related to the work.

Additional Requirements:

  • Valid Texas drivers license with an acceptable driving record.

  • Successful completion of a pre-employment drug screen, physical examination, and background check.

Salary : $45,506 - $65,984
