Overview
The Director will be responsible for the daily operation and administration of the Public Works services including streets, drainage, garbage and trash collection/disposal, equipment and vehicle maintenance/repair, facilities maintenance/repair. The Director also plans, directs and coordinates the construction and maintenance and operations of the electric distribution system, the Water and Wastewater Treatment plants, the water distribution system, the wastewater collection system, meter reading and customer service.
ESSENTIAL FUNCTIONS and RESPONSIBILITIES: The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this position. - Prepare and review all specifications for equipment to be purchased.
- Handle all crash investigation reports and submit to Safety Coordinator.
- Review and make recommendations on employees’ pay rates and promotions.
- Prepare annual budget.
- Select and schedule projects.
- Monitor mosquito control program
- Work closely with City engineers preparing and designing plans for city projects.
- Attend Commission meetings and address commission, public and press.
- Monitor orders for supplies and material in department.
- Handle call-out requests and assign people.
- Interprets City policies and methods and develops specific operating procedures.
- Investigates, evaluates and determines best application of new developments in the Electric, Water and Wastewater industries and devises the means of securing maximum efficiency of personnel and equipment.
- Anticipates and forecasts power consumption and economic trends, prepares a complete budget, including revenue and expenses, and makes related decisions in order to keep facilities and system operations current with economic changes.
- Represents the City by serving on the Board of the Florida Municipal Power Agency and attending at least monthly meetings in Orlando.
- Prepares plans and specifications, invitation to bidders, request for proposals and issues purchase orders within the boundaries of the City’s purchasing ordinance.
- Directs and monitors acquisition, planning, design, construction and maintenance of parks and recreational facilities.

EDUCATION: Bachelor’s Degree in Electrical or Mechanical Engineering or related field preferred and/or a minimum of six years of experience in utilities, including at least three years in a management or administrative capacity.
CERTIFICATES and LICENSES:
- Valid Florida Driver’s License
- State of Florida Public Health Pest Control
- Florida MOT Certified (FDOT approved)
PHYSICAL REQUIREMENTS: Depending on the functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). May involve some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing. Tasks may involve extended periods of time at a keyboard or workstation.
