Responsible for the overall administration, coordination, and evaluation of all Human Resources functions and Human Resource Department activities.

  • Plans, develops, directs, reviews and evaluates Human Resources programs and functions, including recruiting, staffing, performance management, compensation, classification, organizational development, disciplinary procedures, employee orientation, drug testing, safety, EEO, FMLA, ADA, Title VI, workers’ compensation and training.
  • Develops, proposes, interprets and explains Personnel Policy Rules to Department Directors, Managers, Supervisors, and other employees. 
  • Facilitates and implements training programs for city employees including, but not limited to, Personnel Policy training, safety training, new employee welcome, sexual harassment, defensive driving, and CPR/First Aid. 
  • Works with employees on employee relations, including employee rights under grievance and appeal procedures. Consults with City Manager, Assistant City Manager, and/or Department Directors on a variety of issues, and assists in their resolutions.
  • Provides advice and consultation to City staff on dispute resolution and performance issues. 
  • Ensures the consistent interpretation, application and compliance of federal, state and mity rules, regulations, policies and procedures.
  • Utilizes Human Resource software programs in the accomplishment of duties. 
  • Monitors unemployment claims and coordinates and participates in the appeals process and hearings. 
  • Manages and provides leadership and guidance to Human Resource staff through proper delegation and work supervision. 
  • Oversees the operations of the Human Resource Department employees in order to meet established goals and objectives. 
  • Recommends and implements corrective actions when necessary. 
  • Conducts performance evaluations.
  • Collects and analyzes data to prepare and present various special and recurring reports, including monthly reports to City Administration. 
  • Manages and monitors Human Resource administrative activities, budget development, special funding and strategic planning.
  • Participates in Human Resource procurement activities for supplies, services, equipment, and other items.
  • Collective bargaining and labor relations. 
  • Coordinates and manages various special and recurring projects.

Minimum Qualifications:

  • Graduation from a college or university with a bachelor’s degree in public administration, human resources administration, business administration, or related field, and five (5) years of related experience in public or private human resources management, or an equivalent combination of education and experience that would likely produce the required knowledge, skills, and abilities.

Licenses and Certificates:

  • Valid driver License equivalent to a New Mexico Class D.

Knowledge Skills and Abilities

Knowledge of:

  • Municipal organizations, operations, policies and procedures
  • State and Federal employment law, and City policies governing Human Resource functions
  • Principles and practices of effective employee recruitment, and Human Resource process management techniques and practices for efficient and cost-effective management of resources principles and practices of negotiations and labor relations
  • Principles and practices of public sector personnel administration, investigations, confidential records management, and effective customer service practices
  • Legal, ethical, and professional rules of conduct for public sector employees design and management principles for classification and compensation programs Principles and practices for managing employee relations
  • Effective methods of recruiting, training, and organizational development

Skills in:   

  • Managing and leading organizational human resource functions organizational human resource functions a city department. 
  • Interpreting and explaining employment standards and procedures, applicable federal and state rules and regulations, and municipal policies and procedures.
  • Developing, implementing, interpreting and administering human resource plans, policies, and procedures. Assuring compliance with all federal, state and local laws and regulations.
  • Managing, directing and evaluating the work of employees.
  • Identifying, assessing and analyzing Human Resource situations, and recommending effective solutions. Preparing, maintaining, and reviewing human resource records, reports, and documentation using initiative and independent judgment within established procedural guidelines and communicating effectively verbally and in writing.

Ability to: 

  • Establish and maintain effective working relationships with co-workers and the public
  • Operate a personal computer utilizing standard and specialized software
  • Effectively deal with conflict and demanding situations

 

Physical Requirements

  • Work typically performed in a standard office setting with occasional travel to various sites for inspections and investigations. 
  • Occasional work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain. 
  • Stand or sit for prolonged periods of time. 
  • Occasionally stoop, bend, kneel, crouch, reach, and twist. 
  • Lift, carry, push, and/or pull light to moderate amounts of weight. 
  • Use repetitive hand movement and fine coordination including using a computer keyboard. 
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate standard office equipment and computer systems and to make adjustments to equipment. 
  • Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, use a telephone, and communicate with others. 
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written materials.

Working Conditions

  • Regular attendance is an essential function of this job to ensure continuity of services.  
  • Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Clovis policies.  
  • Employee may be exposed to airborne particles, potentially toxic and/or caustic chemicals, and extreme temperatures, travel from site to site, work around traffic and heavy construction equipment.  
  • Occasional use of safety shoes, glasses and other equipment is required

Salary : $80,775 - $116,484
