Description

GENERAL PURPOSE :

Performs intermediate-level technical or specialized work in the Parks and Recreation department. Inspects and maintains City parks and equipment, enforces park rules and regulations, and performs daily park operations. Work is performed under general supervision with limited latitude. Position exercises some judgment in accordance with well-defined policies, procedures, and techniques.

Work days vary, Sunday through Saturday, about 29 hours a week. Candidate must have the ability to work weekends, weekdays, and holidays (days and / or nights between the hours of 6 : 45 a.m. to 10 : 30 p.m.). Days and hours are subject to change.

Essential Duties and Responsibilities

EXAMPLES OF ESSENTIAL FUNCTIONS :

  • Enforces all park rules, regulations, and City ordinances
  • Opens / closes facilities, turns on / off field lights, opens / closes gates
  • Prepares ball fields for use by following appropriate rules and processes to line fields
  • Interacts and communicates with a variety of groups and individuals including department and City staff, community groups, volunteers, youth, senior citizens, and the general public throughout assigned shift
  • Opens and secures park amenities for participant use
  • Performs the necessary maintenance tasks to ensure clean, safe, and user-friendly parks
  • Responsible for checking park permits in all picnic shelters throughout the City
  • Works closely with youth and adult sports leagues to coordinate field reservations and use
  • Patrols all park areas and playground sites to ensure a level of participant safety
  • Handles City-wide mail / materials delivery or pick up as assigned throughout the City
  • Responsible for maintaining and hanging all banners throughout City
  • Responsible for operating park equipment (Utility cart, pressure washer, trailers, field lining equipment, etc.)
  • Works closely with other departments as required
  • Performs other duties as assigned and / or required

Qualifications

MINIMUM QUALIFICATIONS :

High school diploma or GED; supplemented by at least one (1) year experience in athletic field maintenance, working in a government agency or with the general public in a parks and recreation setting; an equivalent combination of education, certification, training, and / or experience may be considered.

College course work in Parks & Recreation, Environmental Sciences or related field preferred.

Must have a state of Florida drivers license or be able to obtain prior to employment / first day of

work.

Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) certifications

must be obtained within the first three months of employment.

KNOWLEDGE, SKILLS, AND ABILITIES :

    PHYSICAL REQUIREMENTS :

    Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and / or pulling of heavy objects or materials (up to 100 pounds). Tasks that require moving objects of significant weight require the assistance of another person and / or use of proper techniques and moving equipment. Tasks may involve extended periods of time standing and / or walking.

    ENVIRONMENTAL REQUIREMENTS :

    Tasks are regularly performed inside and / or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and / or poor ventilation, wetness, humidity, rain, temperature, and noise extremes, machinery and / or moving vehicles, vibrations, electric currents, animals / wildlife, toxic / poisonous agents, gases or chemicals, oils and other cutting fluids, violence and / or disease, or pathogenic substances.

    SENSORY REQUIREMENTS :

    Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors.

    ELIGIBILITY LIST CRITERIA :

    An eligibility list shall be formed based on applicants who meet the minimum qualifications. Candidates on the eligibility list will be given consideration for each vacancy. Veterans' Preference shall be awarded, pursuant to Florida Statutes.

    BENEFIT SUMMARY FOR PART-TIME CIVIL SERVICE EMPLOYEES

    PENSION / RETIREMENT PLAN The City participates in the Florida Retirement System (FRS), which offers a choice of either a Pension Plan (defined benefit) or an Investment Plan (defined contribution). The City contributes an amount to the selected plan that is determined by the State Legislature. In addition, employees make a bi-weekly mandatory 3% contribution through payroll deduction on a pre-tax basis. The Pension Plan benefit is determined by multiplying 1.6

  • times the years of FRS service times the average final compensation based on the employee's highest paid five (5) or eight (8) years
  • of salary. The Investment Plan benefit is based on the performance of selected funds over time. Employees in the Pension Plan are vested after six (6) or eight (8) years of service
  • vesting is after one (1) year of service for the Investment Plan. Normal Retirement for the Pension Plan is age 65 with six (6) or eight (8) years of service or 33 years of service at any age, whichever occurs first. Early Retirement is any age after six (6) or eight (8) years
  • but less than 33 years of service (There is a penalty of 5% per year under age 65.) There is no age requirement that must be met to receive a benefit under the Investment Plan, provided the one (1) year vesting requirement has been met
  • Please Note : If you have recently retired from FRS, please check the FRS website at to review new provision changes pertaining to re-employment restrictions before applying.
  • Age and years of service for vesting and early retirement requirements are lower for those enrolled in FRS prior to July 1, 2011. Average final compensation is based on five years for those enrolled in FRS prior to July 1, 2011, and eight years for those enrolled on or after July 1, 2011.
  • Employees may also make voluntary contributions to a 457 Deferred Compensation Plan or Traditional or Roth IRA Plans with ICMA-RC, up to the annual limit prescribed by the federal government.

    HOLIDAYS Ten paid full-day holidays and two paid half-day holidays (Christmas Eve and New Year's Eve) per year. Regular part-time employees shall be granted holiday pay on a pro-rated basis. If a holiday falls on a regular day off, the employee shall be scheduled for a shift off during the same pay period.

    PERSONAL LEAVE New full-time employees are credited with personal leave their first year based upon date of hire as follows :

    January 1 through March 30th - 16 hours

    April 1st through June 30th - 12 hours

    July 1st through September 30th - 8 hours

    October 1st through December31st - 4 hours

    Part-time employees are credited with personal leave on a pro-rated basis. Each year after the first year, all part-time employees are credited with the maximum amount of the individual's pro-rated hours of personal leave on January 1st, for that calendar year. Personal Leave must be used during the year it is credited, and cannot be carried over from year to year.

    VACATION LEAVE Employees earn vacation leave from the date of hire based on the following schedule :

    4 years of service .0577 hours vacation accrual per each regular paid hour

    7 years of service .0770 hours vacation accrual per each regular paid hour

    10 years of service .0962 hours vacation accrual per each regular paid hour

    Maximum accumulation allowed is 200 hours as of October 1st of any year.

    SICK LEAVE Employees earn 0.0462 hours of sick leave for each hour of regular paid service, with a maximum accumulation of 620 hours as of November 1st of any year. Accumulations in excess of 520 hours shall be converted for cash payment to the employee the first pay period in December at the rate of two (2) hours of sick leave for one (1) hour of pay. Up to 40 hours in a calendar year may be used as sickness in the immediate family and is deducted from accrued sick leave.

    LONGEVITY Employees are eligible for longevity pay as follows :

    Upon completion of five (5) through nine (9) years of service - $500

    Upon completion of ten (10) through fourteen (14) years of service - $1,000

    Upon completion of fifteen (15) through nineteen (19) years of service - $1,500

    Upon completion of twenty (20) years of service - $2,000
