The purpose of this position is to serve as a project manager for transit facilities projects, manage facilities day to day operations and asset management within the Public Works – Transit department of the City of Colorado Springs. Responsible for managing, administering, and completing assigned projects, which may cross several functional areas of City administration. Assignments vary in length and complexity but are generally not permanent.
This special at-will position is funded by an FTA grant received by Transit annually.

Essential Job Functions - the basic job duties an employee must be able to perform:
- Identified project needs and manages operational enhancement; manages budget; develops and estimates requires resources;
- Sets project development priorities and schedules;
- Anticipates project success through the effective delivery of high-quality processes that address continuous improvement
- Monitors manages, and projects future project costs for budget purposes and analysis.
- Facilitates problem-solving activities with the project team and engages appropriate resources to reach solutions.
- Acts as a technical expert in the facilities area and provides consultative and technical guidance to managers and other stakeholders.
- Handles sensitive and confidential issues, complaints, or inquiries related to the project.
- Direct, coordinate, and monitor the progress and implementation of assigned City projects and contracts..
- Ensure compliance with applicable laws, regulations, and policies, and assist with establishing processes and controls to ensure compliance.
- Track and report project progress to stakeholders
- Create statements of work and cost estimates for procurement solicitations
- Track and manage the Transit Facilities Maintenance Plan work order system
- Support fixed asset management and disposal
- Oversee service contracts to ensure contract compliance
- Coordinates with contracting and finance to secure contracts, service level agreements, and purchase orders.
- Investigate and resolve customer complaints daily
- Manage American with Disabilities Act (ADA) accessibility improvements
- Collaborate with other departments and stakeholders to ensure projects are completed on time and within budget
- Knowledge of budget management and implementation
- Knowledge of building mechanical, electrical, structural, and plumbing systems
- Knowledge of pertinent federal, state, and local laws, codes, and regulations
- Knowledge of asset management practices
- Ability to determine fair and reasonable pricing for repair projects
- Ability to create scopes of work and cost estimates for projects, maintenance, and repairs
- Ability to oversee, coordinate, and implement assigned projects.
- Ability to troubleshoot facility maintenance problems and recommend corrective actions
- Ability to communicate clearly and concisely, orally and in writing
- Ability to establish and maintain effective working relationships
- Bachelor’s degree from an accredited college or university with major coursework in a related area of study.
- One year of full-time, professional experience in a related field.
- Experience with Requests for Proposal (RFPs) and Requests for Information (RFIs)
- Experience that demonstrates knowledge of ADA requirements and codes
