The purpose of this job is to inspect construction methods of utility, transportation, and other civil engineering projects. Administers contracts and construction plans for engineering improvement and rehabilitation projects. Ensures projects conform to specifications, construction methods, and regulatory permits in a manner that guarantees customer service, fiscal responsibility, and co-worker mentoring to the highest possible standard.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job.   • Inspects contractors’ construction methods and materials; report and correct deficiencies.


  • Administers contracts and construction plans for engineering improvement projects and rehabilitation of roadways, bridges, sanitary sewers, storm drains, or sidewalks.

  • Ensures compliance with city, state, and federal regulations, standards, and permits.

  • Maintains documentation of projects to meet federal funding guidelines, including files and records pertinent to contracts and construction inspection.

  • Assesses and ensures compliance, consistency, accuracy, and safety of projects; identifies and addresses plan specific deviations.

  • Resolves complex construction problems.

  • Provides training and guidance to others.

  • Regular attendance is a necessary and essential function.

  • Performs other duties as assigned.


Supervisory Responsibilities
  • No supervisory authority. Work requires providing guidance and training to others. This position may oversee work quality, training, instructing, and work assignments.

Education and Experience - An equivalent combination of education, training and experience will be considered
Education and Experience

  • Associate’s Degree in Civil Engineering Technology or Construction Management or 2 years of college.


  • 5 to 7 years’ experience in construction inspections.

Licenses or Certifications

  • Valid driver’s license.

  • MoDOT Concrete Technician – Concrete Field.

Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
Knowledge of:

  • Standard practices, methods, materials, tools, and equipment of building trades.


  • Maps, deeds, plats, plans and codes.

  • Construction standards and inspection methods.

  • Permits, relevant codes and legal regulations.

  • Basic arithmetic and computational operations.

  • Principles, practices, and methods of civil engineering, including land surveying and mapping, hydraulics, structures, and/or sanitation.

Skill in:

  • Utilizing AutoCAD and GIS software.

  • Typing and/or data entry with minimal errors.

  • Collecting, organizing, and analyzing complex and/or technical data.

  • Communicating verbally and in writing to meet the needs of the audience.

Ability to:

  • Exercise independent judgment.

  • Use hand tools.

  • Work from blueprints, plans, technical manuals, and sketches.

  • Provide high levels of effective customer service.

  • Recognize, analyze, and solve a variety of problems.

  • Maintain a variety of technical records.

  • Collaborate and develop effective working relationships.

  • Identify and distinguish colors.

  • Regularly use a computer, software, phone and related office equipment.

  • Focus on tasks.

  • Incumbents required to feel attributes of objects, grasp, push, walk on uneven surfaces, stand, reach with hands/arms, bend/stoop, crouch, crawl, climb/balance, and drive.


Hours/Days
Monday – Friday, 8:00 a.m. to 5:00 p.m., occasional evenings or weekends may be required.

Starting Salary
$27.68/hr - $34.05/hr (minimum to midpoint); commensurate w/ education and experience
