The purpose of this job is to plan, schedule, coordinate, deliver, and promote recreation programming.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description
  • Assists with supervising and managing facilities and field operations.


  • Maintains, develops, and implements programs and events.

  • Hires, trains, supervises, and evaluates aquatic, sport, golf, facility, and program staff, including lifeguards, aquatic managers, referees/umpires, concession attendants, and custodial staff.

  • Communicates and collaborates with internal and external stakeholders.

  • Creates, organizes, and maintains records, reports, documents, and promotional materials.

  • Regular attendance is a necessary and essential function.

  • Performs other duties as assigned.

Supervisory Responsibilities
  • Work requires supervising and monitoring performance for a regular group of employees (2 or more full-time employees or equivalent), including providing input on hiring, issuing formal discipline, conducting performance evaluations, and realigning work as needed. Such authority is not merely of a routine or clerical nature but requires the use of independent judgment.

Education and Experience - An equivalent combination of education, training and experience will be considered
Education and Experience
  • Bachelor’s Degree in Parks and Recreation, Sports Management or related field


  • 1 to 3 years experience with implementing recreational activities, coordinating special events, or similar work.

Licenses or Certifications
  • Valid driver’s license.

  • CPR certification within 6 months of hire.

  • Specific certifications may be required based on the assignment.

Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
Knowledge of:
  • Special events and recreation program planning and implementation.


  • General office practices and administrative procedures, records management, and administration techniques and procedures.

  • Common business software applications such as Microsoft Office.

  • City and department policies, procedures, safety rules, and regulations.

  • Communicating verbally and in writing to meet the needs of the audience.

Starting Salary
Minimum to Midpoint: $22.47 to $27.63 per hour plus competitive benefit package; commensurate with training/experience

Special Instructions to Applicants
Applicants must be a Certified Lifeguard. Lifeguard Instructor Certification is highly desired.

The City of Columbia Parks and Recreation Department is looking for an energetic, self-directed professional person to assume the duties of the Recreation Specialist with our Aquatics Program; multiple outdoor aquatic facilities, two indoor year-round facilities, learn-to-swim instructional program, concession operations, and city-wide special events offered by the department. This staff person will assist with the supervision of 125-150 temporary employees, as well as a member of the Activity & Recreation Center (ARC) management team. Lifeguard training, budget management, program development/marketing, and facility coordination are essential functions of this position. Must possess outstanding interpersonal skills that will result in positive relationships with intergovernmental and community organizations and the private sector. This staff person will work a flexible schedule due to programs/events or meetings in the evenings and weekends.
