General Description:

The Code Compliance Supervisor will supervise, assign, review, participate in the operations and activities of the City’s Code Enforcement program including implementing City activities related to setting and ensuring compliance with applicable ordinances, codes, and regulations related zoning, land use, nuisance housing, building codes, health and safety, blight, graffiti, waste water, and other matters of public concern; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility.

Essential Job Duties:

In addition to the other duties listed in this Job Description, the Code Compliance Supervisor must be able to perform the following additional essential job duties with or without reasonable accommodation.

  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
  • Responds to inquiries and complaints; provides information to neighborhood associations and community members; works closely with other departments to provide outstanding customer service.
  • Participates in the selection of code enforcement staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
  • Develops new programs and processes to increase departmental efficiency and effectiveness. Researches education and training programs; and creates documents for external dissemination to promote compliance with city and state regulations.
  • Acts as Code Compliance Liaison to city commissions, associations and organizations. Prepares and submits reports with analysis to senior management; prepares and submits cases for review
  • Monitors and controls budget expenditures.
  • Conducts accident investigations, as needed. Ensures the safety and welfare of employees and citizens involved; and adheres to proper Human Resources policies and procedures.
  • Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; complies with city, policies, procedures and department.
  • Researches, drafts, and rewrites municipal codes.
  • Participates in the selection of code enforcement staff; provides or coordinates staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Performs the full range of code enforcement duties; performs a variety of field and office work in support of the City’s local code enforcement program; enforce compliance with City regulations and ordinances including those pertaining to zoning, land use nuisance housing, building codes, health codes, health and safety, blight, graffiti, water waste, and other matters of public concern.
  • Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of City zoning and related municipal codes and ordinances; interviews complainants, and witnesses; conduct investigations and provide recommendations for resolutions.
  • Conducts field investigations; inspect properties for violations; attempts to make contact at the residence or business in order to resolve violation; issues and posts warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedules and performs all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussion, and negotiations to ensure compliance with appropriated codes and ordinances.
  • Establishes schedules and methods for providing code enforcement services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
  • Patrols in a city vehicle to identify and evaluate problem area and/or ordinance violations; determines proper method to resolve violations.
  • Prepares evidence in support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in court proceedings as required.
  • Maintains accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draws diagrams and illustrations and take photographs.
  • Attends meetings and serves as a resource to other City departments, divisions, the general public, and outside agencies in the enforcement of zoning regulations; provides research and documentation for meetings; interprets and explains municipal codes and ordinances to members of the general public, contractors, business owners, and other interested groups in the field, over the counter and on the telephone.
  • Performs activities related to city abatements.

20. Locates vacant residences and businesses; secures buildings with property materials as necessary; posts the property as necessary; checks vacant buildings regularly for transient activity, graffiti, and other forms of vandalism.

21. Posts necessary cases in the local news paper for public hearings.

22. Participates as the recording secretary for Building & Standards Commission, coordinates all meetings, writes & posts minutes and agenda as necessary.

23. Attends and participates in court hearings related to code enforcement citations.

24. Administers all time keeping for Code Enforcement department.

25. Prepares all purchase orders for department and ensures compliance with city purchasing policies.

26. Establishes and maintains effective working relationships with other employees throughout all City Departments and with the general public.

27. Communicates effectively with the public and other City employees.

28. Promptly, legibly and accurately completes service records, reports and other required documentation.

29. Works safely, follows safety rules and training, wears personal protective devices when required and maintains a clean, safe work environment.

30. Follows City and Department policies and procedures and the instructions of his or her supervisor or their appointed designee.

31. Communicates effectively with supervisors, co-workers and others (internally and externally) in order to provide, exchange, or verify information, answer inquires, address issues, or resolve and/or report problems or complaints.

32. Uses good judgment and makes good decisions in matters related to the job.

33. Assists others; be helpful, cooperative and courteous, and demonstrates a good attitude in all dealings with the public, co-workers and others.

34. Reports in a timely manner all issues, concerns and questions to the supervisor or others, as appropriate, in the chain of command.

35. Takes up matters affecting his or her job with his or her immediate supervisor and through proper channels.

36. Be punctual and in attendance and on a regular basis.

37. Works outside of normal working hours as required and be on call and available for duty during emergency periods as defined by City Council, the City Manager, the Assistant City Manager or their designee.

38. Demonstrates initiative and diligence in the prompt and proper completion of all job duties, whether or not listed in this Job Description.

39. Safeguards City property and recognize and report needed repairs.

40. Maintains confidentiality with regard to all City business.

41. Perform other related duties as required.

Requirements:

Education and Basic Requirements:

  • Graduation from high school or a General Education Development (GED) Certificate or equivalent.
  • Have and maintain a clear and valid Texas Class C Motor Vehicle Operators License with an acceptable driving record.
  • Satisfactory results on background and pre-employment physical/medical exam.
  • State of Texas Basic Code Enforcement Officer Certificate

  • Pertinent codes, ordinances, laws, and regulations pertaining to zoning, nuisance abatement, property maintenance, building, health and safety, and related areas.
  • City services and organizational structure as they related to code compliance.
  • Effective public relations practices.
  • Office Equipment including computers, and supporting word processing and spreadsheet applications.

Physical and Mental Requirements:

In order to successfully achieve the goals of the Code Enforcement Department, the Code Compliance Supervisor must meet the following physical and mental requirements with or without accommodation. Physical and mental requirements include, but are not limited to:

  • Ability to walk and work on a variety of uneven surfaces and sit, stand or crouch for extended periods of time;
  • Ability to work outdoors in extreme conditions, including heat, cold and inclement weather;
  • Ability to lift and carry 40 pounds, unassisted;
  • Ability to maintain balance, stoop, bend kneel, stand and reach, unassisted;
  • Ability to climb and descend ladders and stairs;
  • Ability to effectively use hand tools;
  • Ability to move quickly, unassisted, in emergency situations;
  • Ability to read, write, and speak effectively, and to understand the meaning of spoken words, in the English language;
  • Ability to hear and speak clearly while operating a two-way radio;
  • Ability to legibly and accurately record written data on documentation;
  • Good visual acuity, and good hearing and listening abilities, that is, the Code Compliance Supervisor must be able to see clearly and hear spoken words from co-workers, supervisors and others;
  • Good motor coordination skills, that is, the Code Compliance Supervisor must be able to co-ordinate his or her eyes, hands and fingers rapidly and accurately in order to handle precise movements as when using hand tools and driving, and in response to visual, auditory and other stimuli;
  • Ability to understand, learn, remember and communicate information about the job;
  • Ability to understand, remember and follow instructions, rules and regulations; and
  • Ability to work effectively while under pressure and deadlines in order to respond to co-workers and the public.
