Summary:

Under the direct supervision of the Community Building Supervisor and oversight of the Public Works Director, oversees the day-to-day operations of the pool and performs related work as required.

Supervision Received/Exercised:

The Pool Manager’s first-level supervisor is the Community Building Supervisor, who oversees all activities in the Community Building and Pool. The Pool Manager’s second-level supervisor is the Public Works Director, who oversees the Public Works Department. All city staff are supervised by the City Manager.

The Pool Manager supervises all pool staff, including lifeguards. This includes scheduling and training but does not include disciplinary actions; all disciplinary actions are carried out by the second-level supervisor (the Community Building Supervisor).

The Pool Manager exercises judgment on routine tasks according to previous training, experience, and instructions. Work is reviewed by the Community Building Supervisor in terms of accuracy, effectiveness, and compliance with laws, regulations, policies, and procedures.

Essential Duties and Responsibilities:

  • Oversees and coordinates the recruitment, training, scheduling, certification, and performance of pool employees; supervises the day-to-day activities of pool staff.
  • Ensures pool staff receive proper training and uphold the standards outlined in the City’s Personnel Policies.
  • Oversees the maintenance of the pool, to include chemistry, climate control, cleanliness, and related maintenance.
  • Ensures that all appropriate water, environmental, health and safety standards are maintained; ensures pools are compliant with all local, state and national requirements and current on all necessary certifications required for operation.
  • Develops, implements, and oversees a variety of aquatics programs.
  • Participates in and teaches aquatic and safety certification training sessions, as necessary.
  • Develops and maintains records of operational facility usage; monitors and maintains inventories of pool equipment and supplies and reports them to the CCB Supervisor.
  • Handles cash and is responsible for money deposits to City Hall, currency reports, and cash training of lifeguards.
  • Represents the organization at various community meetings; promotes existing and new programs and/or policies.
  • Performs miscellaneous job-related duties as assigned.
  • During Pre-Season, the Seasonal Pool Manager will be responsible for meeting with CCB Supervisor to go over all lessons, rules and classes for upcoming pool season.
  • Will be flexible throughout the pool season and will make changes to the pool program under the direction of the CCB Supervisor or Public Works Director at any time.
  • Reviews current and new procedures with CCB Supervisor to make the upcoming pool season run smoother and be more proficient.
  • Reviews schedule with CCB Supervisor and makes changes as needed.
  • Ensures the pool computer and security camera system are running properly, and all essential programs are up to date (potentially adding new programs to help with lifeguard office responsibilities). Promptly reports any problems with the computer or security cameras.
  • Promptly reports any suspicious activity, vandalism, or bad behavior at or around the pool facility and grounds. Contacts Police Department and/or Emergency Medical Services as needed.
  • Keeps medical equipment current and stocked and communicate with the CCB Supervisor when supplies are running low.
  • Prepares in-service training days, focusing on the safety of our lifeguards and patrons.
  • Communicates regularly with City’s Certified Pool Operator(s) regarding condition of pool equipment, facilities, and chemical inventory.

Hours:

  • The hours per week for this position will vary. Upon hiring, through April 15th, hours expected to be 5-10 hours per week.
  • Pre-Season (as lifeguards are hired but before the pool season begins) expect to work about 20-25 hours per week.
  • During the pool season, hours will be 30-40 per week depending on the in-service days and other training you will provide for the guards. Attendance is mandatory for Pool Manager at all in-service trainings.

MINIMUM QUALIFICATIONS

Knowledge, Skills, And Abilities:

The following generally describes the knowledge, skills, and abilities required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Ability to communicate effectively, both orally and in writing.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Record maintenance skills.
  • Knowledge of customer service standards and procedures.
  • Ability to read, understand, follow, and enforce safety procedures.
  • Knowledge of optimal swimming pool water chemistry, temperature, and cleanliness standards.
  • Knowledge of federal, state, and local regulations, policies, and guidelines for the operation of public swimming pools and public baths including, but not limited to, OAR 333-060-0208 Lifeguard Supervision & Training and OAR 333-060-0209 Pool Staff Training & Safety.
  • Ability to recruit and train student lifeguards.
  • Skills in program planning and development.
  • Knowledge of pool-related certification standards.
  • Ability to respond to emergency situations.

Education & Experience:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Previous pool management experience preferred
  • Previous lifeguard experience preferred.

Licenses & Certifications:

Must possess within 2 weeks of employment:

  • Red Cross Lifeguard Management Certification* (Online course available)

Must possess prior to pool opening

  • Current Lifeguard Certification*

* The City of Coquille will cover the cost of certification courses.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job includes the normal visual range (close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus) with or without correction. Specific hearing abilities required by this job includes the normal audio range with or without correction.

Work Environment:

Outdoor field environment; regular exposure to noise, fumes, gases, and all types of weather and temperature conditions; work and/or walk on various types of surfaces including slippery surfaces; work at heights; the noise level in the work environment is usually loud in field settings.

Work with babies, small children, and the elderly.

Incumbents may be required to respond to emergency calls after hours including evenings and weekends.
