What are the responsibilities and job description for the Assistant Building Official position at City of Coral Springs?
This position assists the Chief Building Official in the enforcement of Florida Building Code and applicable City Ordinances, as they pertain to permit issuance, plan review, and construction inspections. Assists in the enforcement of applicable, State Statutes relevant to Project Designers and Construction Contractors. Assists in the administration of Policy and Procedures for Building Division staff members. This position works under the supervision of the Chief Building Official. All the duties required of the Chief Structural Inspector are also included in this position.
• Supervises, manages and directs the structural department fulfilling the duties of the Chief Structural Inspector. In addition, provides customer service reports contained within the structural focus.
• Performs the duties of the Building Official in his/her absence.
• Assists the Building Official in development of annual budget proposals, providing Building Department revenue and expenditure projections; assists in administrative oversight of expenditures, including approving department expenditures.
• Enforces Florida Building Code and related federal, state, county and/or City of Coral Springs ordinances and regulations governing minimum standards and requirements for construction, alterations, repairs and materials used; interprets building code and related ordinances and regulations for architects, engineers, building owners and contractors; implements and oversees compliance with the Broward County Building Safety Inspection Program.
• Assists in directing and supervising all Building Inspectors and Plans Examiners.
• Represents the Building Services Division and prepares knowledgeable reports, presentations and data to both internal and external stakeholders.
• Assists with development and maintenance of policies and procedures relating to the enforcement of all applicable laws, ordinances and regulations pertaining to construction in Coral Springs.
• Attends permitting, inspection, and plan review meetings.
• Visits job sites to address code compliance issues, stop work orders, fire damage assessments or verify project completion to for Certificate of Occupancy issuance.
• Attends Emergency Preparation meetings and drills as part of essential staff in preparation for emergency and hurricane threats.
• Assists residences with questions or problems when obtaining a permit and completing the work covered by that permit. Investigate complaints about contractors doing work within the City of Coral Springs.
• Monitors and coordinates the review of plans and applications submitted for building permits; confers or corresponds with architects, building owners and contractors concerning questions involved in the enforcement process.
• Oversees the review of the Elevation Certificate and the Flood maps used for the National Flood Insurance Program.
• Evaluates the performance of all structural inspectors and structural plans examiners. Performs related work as required.
- Graduation from an accredited High School or GED equivalent.
- Bachelor’s degree in construction management, engineering, architecture, or a related filed. Work experience as a Building Official may be substituted for education on a year for year basis.
- A Florida Registered Architect or Florida licensed Professional Engineer having practiced for at least seven (7) years, a minimum of five (5) years shall have been within the jurisdiction of the HVHZ OR
- Ten (10) years combined experience as a General Contractor, Chief Inspector, Standard Plans Examiner or Standard Inspector appointed by an AHJ or school board within the State of Florida. A minimum of five (5) years shall have been within the jurisdiction of the HVHZ.
- Two (2) years of Supervisory Experience.
CERTIFICATES, LICENSES, REGISTRATIONS:
- To be eligible for appointment as an Assistant Building Official, such person shall be certified as required by BCAIB as a Building Code Administrator.
- Possess or be able to obtain certification as an Assistant Building Official by BORA within ninety (90) days of hire.
- Possess or be able to obtain certification as a Chief Structural Inspector by BORA within ninety (90) days of hire.
- Possess or be able to obtain Floodplain Manager Certification within one (1) year.
- Applicant should possess a current Certificate of Competency, or a Professional Engineer license or Architect registration issued by at least one (1) of the following entities:
- Florida Construction Industry Licensing Board as a General Contractor
- Broward County Central Examining Board of Building Construction Trades (as Class "A" Unlimited GC)
- Miami-Dade County Construction Trades Qualifying Board (for any of the above referenced disciplines)
- Florida Board of Architecture and Interior Design
- Florida Board of Professional Engineers
- Possession of a valid driver's license with an acceptable driving record.
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
