Under general direction, provides highly responsible technical and administrative work in ensuring compliance with City electrical, plumbing, and mechanical, gas and building codes, federal and state ordinances and statutes regulating public health, welfare and safety. KNOWLEDGE, SKILLS, AND ABILITIES
- Interprets policies and advises developers, architects, engineers and the general public on City and departmental policies and procedures necessary for compliance.
- Manages technical and administrative staff in the enforcement of various City ordinances related to building codes and business license regulations.
- Directs and coaches individuals under supervision in order to ensure the proper performance of their duties.
- Reviews, evaluates and trains applicable department personnel.
- Develops, establishes and enforces regulations related to securing business tax receipts.
- Coordinates with all City departments in cases involving enforcement of building codes and business licenses and ensures that all cases are properly presented before the City’s Special Magistrate.
- Provides coordination between plan review and inspection services to ensure efficient and consistent enforcement of building codes, statutes and regulations.
- Performs building inspections and reviews inspections for compliance as needed.
- Responds to requests from the Broward Sheriff’s Office and Coral Springs/Parkland Fire Department to investigate fires and accidents involving structures to verify safety to residents and first responders or post the structure as unsafe.
- Coordinates post-disaster Building Department activities and responds to EOC requests for Rapid Impact Assessment (RIA).
- Confers with the Development Services on questions of departmental policy and activities.
- Makes recommendations and presentations at the staff level at various review committees, boards, and City commission meetings.
- Serves on Building Code Committees, Broward County Board of Rules and Appeals when required.
- Investigates and resolves complaints; explains policies, activities, and accomplishments to public groups.
- Organizes, directs, coordinates and reviews activities and work standards, and accomplishments with respect to the Building department.
- Refines existing planning and building practices to improve both quality and quantity of work output as directed.
- Assists, oversees, and participates on special projects for the building department.
- Issues Certificate of Occupancy.
- Assists in the preparation of monthly department reports for the previous month’s activities and service levels.
- May serve as the City’s Floodplain Manager and coordinates activities accordingly.
- Serves as the Acting Building Official.
- Performs other related duties as required/assigned.
- Must meet the requirements of the Florida Building Code and Broward County Board of Rules & Appeals as outlined in the Special Laws of Florida CH-71-575.
- Extensive construction experience and considerable supervisory experience within a Building Inspection Department.
- A comparable amount of training and experience may be substituted for the minimum qualifications.
- Must possess excellent customer service skills and philosophy to promote City of Parkland as a business-friendly environment.
- Must possess administrative and supervisory skills and demonstrate proficiency in the utilization and implementation of information technology.
- Must possess FEMA 100, 200, 300, 400, 700, and 800 certifications, or the ability to obtain within the first six (6) months of employment.
- Must possess a valid Florida driver's license with an acceptable driving record.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of the principles and practices of modern office organization and personnel management.
- Knowledge of the standards, principles, and practices of the construction industry.
- Knowledge of Florida Building Code, City Codes and Ordinances.
- Skill in the use small office equipment, including copy machines or multi-line telephone systems.

- Ability to take direction from supervisors and implement plans, policies, and practices as directed.
- Ability to refine existing planning and building practices to improve both quality and quantity of work output.
- Ability to read, understand, and interpret site plans and plats, blueprints, specifications and related documents for conformance with applicable city ordinances and standards of the Florida Building Code.
- Ability to read and interpret complicated codes and communicate the codes to employees and the public.
- Ability to develop plans, contract documents, and apply general policies as they relate to the Building department activities.
- Ability to plan, organize, manage, and administer the work of assigned staff.
- Ability to communicate effectively, both verbally and in writing, and to keep concise, accurate records.
- Ability to establish and maintain effective working relationships with employees, other departments, directors, and the public.
- Work environment is typically performed in a dynamic environment that requires sensitivity and responsiveness to changes that include goals, priorities, and needs of the organization and position.
- The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects.

Salary : $89,939 - $116,938
