Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview
The Finance Accountant II will be the accountant for governmental, proprietary, and fiduciary funds. They will prepare the Comprehensive Financial Annual reports (CFAR) for these funds and ensure compliance with generally accepted accounting principals as prescribed by Governmental Accounting Standards Board and other authorities. They will maintain the integrity of the General Ledger (GL) for funds through research, analysis, and reconciliation to subsidiary systems.
Responsibilities
- Prepare CFAR and other reports for a variety of City Funds
- Identify, analyze, and reconcile expenses, revenues, assets, liabilities, equity, and original and amended budget
- Make year-end accruals, adjusting journal entries
- Prepare financial statements including balance sheets, income statements, and statements of cash flows
- Prepare supporting schedules and audit workpapers with references
- Complete multiple reporting requirements in addition to CFAR, including State Comptroller reports and sales tax returns, court cost returns, TCEQ financial reporting, interim financial statements for funds that are Component Units of the City, FAA annual survey, US Census Bureau revenue survey, Texas Water Development Board report of expenditures, and Redlight Photo Enforcement annual report
- Reconcile a large variety of accounts with many different sources of activity in the accounts to include capital and maintenance projects funded from several special revenue sources, each of which must be accounted for separately, Municipal Court bail bonds and refunds payable, Capital Project fund balances, miscellaneous accounts receivable and accounts payable, and Fleet Capital reserve and capital replacement funds maintained and accounted for independently according to contributing department
- Maintain funds by recording and correcting recording of revenues, expenditures, assets, liabilities, and equity
- Must understand generally accepted accounting principles for governmental funds, proprietary funds, and fiduciary funds
- Extensive research and analysis of past financial activity, locating transactions or documents, and creation of a format that presents the results and data in an understandable format
- May be asked to perform other duties as assigned
Qualifications
- Requires a Bachelor’s Degree (BA/BS)
- Minimum of three (3) years of experience
- A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating
Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
