The Purchasing Manager is responsible for managing the financial processes and transactions of the organization. This role includes overseeing budgeting, reporting, and compliance activities, as well as ensuring accurate record-keeping and financial analysis. The Purchasing Manager works closely with department heads, vendors, and the Director of Administration and Finance to maintain the financial health of the organization.

TYPICAL WORK ACTIVITIES

  • Supervising the process of sourcing and purchasing essential materials for City operations;
  • Develop RFPs;
  • Analyzes supplier bids and negotiates contracts;
  • Developing and executing purchasing strategies;
  • Negotiating purchase agreements and managing vendors;
  • Maintains an up-to-date understanding of procurement regulations and laws;
  • Develops policies and procedures for the procurement process;
  • Establishes and maintains relationships with suppliers and other stakeholders;
  • Process invoices, verify payment details, and manage timely payments to vendors and service providers;
  • Tracking metrics to reduce expenses;
  • Track and collect payments from clients and customers, managing receivables and ensuring prompt collection;
  • Overseeing the purchasing team in their daily activities;
  • Assist in the preparation and monitoring of budgets, ensuring expenditures align with approved limits;
  • Maintain accurate financial records, including tracking revenues, expenses, and other financial transactions;
  • Prepare monthly, quarterly, and annual financial reports for management and relevant stakeholders;
  • Analyze financial data to identify trends, opportunities for cost savings, and potential financial risks;
  • Support the Director of Administration and Finance in developing financial forecasts and long-term financial planning;
  • Ensure compliance with local, state, and federal regulations regarding financial transactions and reporting;
  • Assist with internal and external audits, providing necessary documentation and records as requested;
  • Coordinate payroll processing, ensuring employees are paid accurately and on time.
  • Maintain employee payroll records, including salary changes, benefits deductions, and tax withholdings.

FULL PERFORMANCE, KNOWLEDGE, SKILLS AND ABILITES:

  • Thorough knowledge of modern governmental account-keeping practices and terminology;
  • Good knowledge of the generally accepted accounting practices;
  • Good knowledge of the terminology, practices and procedures of data processing system; Good knowledge of office terminology, procedures and equipment;
  • Good knowledge of business English;
  • Good knowledge of federal, state and local laws and regulations which affect the accounting practices of local governments;
  • Ability to monitor grants, including preparing budgets for each grant;
  • Ability to develop, effectively implement, and maintain accounting systems and procedures in conformance with all applicable laws, rules and regulations;
  • Ability to comprehend, analyze, and develop procedures to deal with unusual or complex accounting problems;
  • Ability to comprehend and analyze problems in the input and output of computer information;
  • Ability to understand and carry out complex oral and written instructions;
  • Ability to prepare accurate correspondence and reports;
  • Ability to read and understand financial statements;
  • Physical condition commensurate with the demands of the position

Minimum Qualifications:

(a) Possession of Associates degree or higher in accounting, business administration or closely related field AND three (3) years of paid work experience in accounting; OR

(b) Graduation from high school or a high school equivalency diploma and five (5) years of paid work experience in accounting; OR

(c) Any equivalent combination of training and experience as described in (a), (b) and (c) above.

NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
