Overview
The Manager – Marketing and Outreach - CCS focuses on overseeing and managing outreach, marketing, and communication efforts for Code Compliance programs, ensuring effective engagement with diverse communities, stakeholders, and the public. It includes developing strategies to build relationships, enhance community involvement, and promote the department's reputation through various channels, such as social media, public presentations, and community meetings.
Essential Functions
1 Oversees and supports effective outreach, marketing, social media, and website efforts for Code Compliance programs and projects, including Keep Dallas Beautiful, Decorative Board, Community Hand Tool Program, Community Clean Trash Off Program, and more.
2 Oversees and manages communication/marketing and outreach by personal contact with neighborhood groups, organizations, non-profits, diverse communities, and other key stakeholders, reaching diverse audiences that the Code Compliance serves, and seeks to serve more fully. Audiences include, but are not limited to, community agencies and organizations, business and industry, elected officials, and the media.
3 Work with executive team, and staff to identify strong messages, compelling stories to build on the Code Compliance reputation as a world-class Code Compliance Department that provides excellent and best in class services and programs. Serving as a resource to the communities, responding to inquiries and providing information on the various types of departmental services, programs, and projects.
4 Leads departmental efforts related to outreach, community input and engagement, including liaising with the City’s Communication, Outreach, and Marketing department, coordinating community meetings, and developing content for informational videos.
5 Develops and implements strategies of engagement that heal and repair community government relations (informing, collaborating, consulting, and shared decision making). Interfaces, engages, communicates, and collaborates with City departments and the community to convey concerns.
6 Manages grant opportunities to further the department’s goals. Work involves establishing short-, mid-, or long-term goals and objectives, developing guidelines, procedures, and performance tracking. Provide activity reports, tracking measures and performance measures to ensure success of the program.
7 Maintain contacts with the various agencies and evaluate efficiencies and measurable outcomes of each of the teams. Evaluate program effectiveness through written policies and procedures for efficiency and effectiveness of the unit.
8 Conduct presentations to other agencies and media outlets. Prepares and assists with outreach material and outreach events; engages and interacts with the community in a meaningful and purposeful way to advance equity.
9 Manage internal/external communication needs and directives established by the City Manager’s Office. Including the ability to write official City announcements and statements in time-sensitive situations.
Knowledge and Skills
1 Knowledge of City policies and procedures or ability and willingness to quickly learn.
2 Knowledge of effective outreach and community engagement practice, particularly amongst historically disadvantaged communities.
3 Communicating effectively verbally and in writing, and the ability to assist and direct various community members, clients, and patrons.
4 Establishing and maintaining effective working relationships.
5 Ability to establish and obtain operating goals and objectives for unit.
6 Ability to communicate effectively, at all levels, both orally and in writing.
7 Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public.
8 Knowledge of all social media, news media, and related platforms.
9 Knowledge of customer service techniques to resolve problems and issues.
10 Ability to speak in public and make presentations to a wide variety of groups
MINIMUM QUALIFICATIONS:
EDUCATION:
Bachelor's degree in a Business/Public Administration, Marketing, Social Science, Public Relations, or Communication-related field.
EXPERIENCE:
Four (4) years of experience in two (2) of the following:
- Community outreach
- Relationship building
- Marketing and communication
- Public relations
- Journalism
- Public administration
AND
- Two (2) years of experience in a supervisory capacity. (This experience may be included in the above experience.)
EQUIVALENCIES:
- High school diploma or GED plus eight (8) years of the required related experience including two (2) years of supervisory/management responsibilities will meet the education and experience requirements.
- Associate degree in a specified field plus six (6) years of the required related experience including two (2) years of supervisory/management responsibilities will meet the education and experience requirements.
- Bachelor's degree or higher in a non-specified field plus six (6) years of the required related experience including two (2) years of supervisory/management responsibilities will meet the education and experience requirements.
- Master's degree or higher in a specified field plus two (2) years of the required related experience including two (2) years of supervisory/management responsibilities will meet the education and experience requirements.
LICENSE:
- Valid driver's license with good driving record.
Salary Range
$73,584.79 - $91,980.98
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
