Overview
The Director-Economic Development directs, leads, oversees, and fosters exceptional economic opportunity for the City of Dallas. Directs staff, develops and establishes policies and procedures, facilitates new business development to stabilize and grow the tax base, enhances real estate opportunities and investments, and fosters economic growth within the City.
Essential Functions
1 Directs, leads, and manages all economic development processes, programs, initiatives, and activities through subordinate managers; facilitates targeted real estate development and redevelopment; delegates authority and ensures professional performance; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures.
2 Directs staff review meetings to develop recommendations regarding new businesses, real estate opportunities, investments, and retainment of current workforce; provides knowledge in business development, financial stability, growing the tax base, and facilitating area development initiatives.
3 Oversees the creation of term sheets, calculates impact analysis, negotiates contacts, and monitors compliance with those contacts; represent the city as a speaker at conferences and other public events, and continually build relationships with site selectors, the business community, and local educational and workforce partners.
4 Monitors progress of service delivery elements through procedures and strategies to accomplish timely and effective utilization of available services; evaluates and analyzes monthly management reports to make budgetary recommendations and to make strategic decisions and leads budget development activities.
5 Prepares annual performance plans and conducts mid-year and annual performance reviews; monitors and oversees budget items, provides Area Redevelopment information and reporting, and provides direction for staff and department managers.
6 Oversees and makes final decisions regarding the hiring, training, and performance of all economic development staff; provides performance evaluation and feedback, addresses disciplinary issues, and fosters teamwork amongst the department and its activities; identifies areas of quality management to enhance productivity through improved work procedures and practices, improved communication, and accountability.
7 Attends City Council and legislative hearings and takes necessary action regarding decisions or inquiries made at such hearings.
8 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Thorough knowledge of business principles, practices, and techniques used in department management.
2 Advanced knowledge of financial principles and budgeting
3 Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates.
4 Knowledge of grant administration and funding principles.
5 Knowledge of the various economic development finance program on the federal, state, and local level and how they may be utilized in a transaction.
6 Ability in marketing an economic development organization to external and internal clients
7 Ability to manage multiple projects and develop work plans.
8 Ability to use independent judgment in decision-making.
9 Ability to promote the City of Dallas in a positive manner.
10 Ability to manage multiple projects at a time.
11 Ability to analyze data, make mathematical calculations with speed and accuracy.
12 Communicating effectively both verbally and in writing.
13 Establishing and maintaining effective working relationships.
Experience
10 years or experience in finance, economic development or business development, accounting, or federal contract compliance. 4 years in a supervisory or lead position preferred.
Licenses and Certifications
CEcD, EDFP, HDFP, AICP, or other Economic Development professional certification is required
Education
Bachelor's Degree in Finance, Accounting, Business management, Public Relations, or Public Administration, MBA preferred.
Salary Range
$145,692.85 - $182,116.06
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
