Job Description

Overview
The Manager - Planning and Development manages, oversees, and supports planning efforts and interdepartmental coordination efforts between the Planning and Urban Design Department and other city departments. Communicates and collaborates with the Office of Economic Development, Housing and Neighborhood Revitalization, Public Works, Dallas Water Utilities, and real estate services in assigned service areas.
Essential Functions
1 Manages, leads, and oversees activities of staff supporting and assisting City planning and urban development initiatives; delegates authority for various activities and assigns necessary work to subordinates; monitors efficiency and skill while delivering performance feedback and training.
2 Develops project goals, scope, phasing plan, implementation schedules, drafts urban design expectations, monitors implementation progress, and ensures compliance with approved City plans, policies, procedures and guidelines
3 Assists with drafting and reviewing housing development agreements or contract extensions; conducts research, analyzes data, prepares maps and presentations to inform decision making by City management and also educate residents; organizes community meetings and engages other city departments, homeowners, developers, consultants, contractors, neighborhood organizations and other key stakeholders.
4 Leads, manages, and provides oversight on planning projects and studies in target areas; conducts research and data analysis on planning, public improvement and housing topics to support City projects, programs, and policies; reviews infrastructure upgrades, comprehensive plan updates, and the Housing Policy; prepares presentations and presents information at community meetings.
5 Establishes short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities; drafts and creates strategic action plans for assigned target planning areas.
6 Drafts, reviews, and edits RFP's, RFQs, NOFA, program statements, housing development plans, infrastructure engineering designs, consultant reports, and housing development contracts; reviews team helping to review citywide applications and requests for platting, zoning changes, thoroughfare plan amendments, licenses and abandonments; participates in the review of all major zoning and platting cases in assigned service areas providing feedback to Zoning staff.
7 Oversees direct community engagement with neighborhood groups, residents, and stakeholders in assigned service areas to collect feedback to help inform and provide direction for neighborhood planning efforts and planning programs; educates and informs community leaders on opportunities to help build stronger capacity for neighborhood organizations.
8 Manages and supports all communications efforts for the department; monitors, updates, and promotes initiatives through social media, website management, and effective department communications.
9 Supports the development and implementation of goals and objectives for various parts of the City's Comprehensive Plan Update; works with department director to establish schedules, priorities, and standards for achieving goals; leads assigned research and analysis efforts that are used to help inform plan shaping and policy creation.
10 Facilitates and leads internal office support for programs; provides contract administration, updates department website, and develops informational communication materials; prepares budget requests, internal audits, research studies, and productivity reports.
11 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of planning process, data analysis, and community engagement.
2 Knowledge of project management and urban planning.
3 Knowledge of effective marketing and communication strategies.
4 Knowledge of GIS, community development, and area planning tools.
5 Knowledge of social media, website, and marketing principles.
6 Ability to perform urban design theory principles and practices.
7 Ability to develop and implement plans, policies, and programs.
8 Ability to perform extensive statistical analysis.
9 Ability to review and present recommendations for community development and revitalization.
10 Ability to perform community outreach and public engagement.
11 Communicating effectively both verbally and in writing.
12 Establishing and maintaining effective working relationships.
MINIMUM QUALIFCATIONS
EDUCATION:
  • Bachelor's degree in Urban Planning, Architecture, Geography, community Development field.
EXPERIENCE:
  • Seven (7) years of progressively responsible experience in Urban Planning, Regional Planning, Urban Design, Community Development, or closely related field of work.
AND
  • Two (2) years of supervisory experience in planning, zoning, or community development responsibilities (This experience may be included in the required experience listed above.)


EQUIVALENCIES:
  • Master's degree or higher in a specified field plus five (5) years of the required experience including two (2) years of supervisory/management responsibilities will meet the education and experience requirements.
  • A current American Institute of Certified Planners (AICP) certificate will substitute for two (2) years of the required experience.
  • A Certified Building Official (CBO) certification will substitute for two (2) years of the required experience.


LICENSE:
  • Valid driver’s license with good driving record

Salary Range

$85,183.59 - $106,479.49

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
