Overview

The Engineer Assistant II is the second level in the engineering career series and applies intermediate level engineering principles and practices in planning, designing, preparing and testing various engineering projects to develop and maintain the public infrastructure of the City of Dallas with the intent to actively pursue engineering licensure through appropriate training and exams.

Essential Functions

  • Inspects and monitors construction or maintenance projects to ensure compliance with design specifications and contractual agreements. Coordinates technical support and management for construction-related activities.
  • Provides assistance and guidance to inspectors and supervisors to facilitate their job duties. Develops project improvement techniques using feedback from supervisors.
  • Analyzes engineering project problems in assigned areas for the City of Dallas and makes recommendations to ensure projects conform to departmental requirements and city, state and federal regulations. Under the supervision of a Licensed Professional Engineer, modifies and develops engineering plans and finds engineering solutions for problems related to city infrastructure.
  • Reviews work performed by contractors and Engineer Assistant I, performs preliminary inspections and recommends acceptance of developments.

5. Uses techniques for reporting requirements including, but not limited to schedules, cost, earned value, and analytics.

  • Monitors and reviews project controls data (schedule and cost) for capital projects. Works with department project managers and program managers to evaluate schedule status and provide recommendations to address schedule deficiencies or expedite schedules.
  • Tracks progress and constructability for projects under design.
  • Prepares and develops customized reports for program managers/project managers. Prepares detailed data of construction progress and inspection.
  • Assists, supports, and participates in developing scopes of work, tasks, milestones, and project budgets to forecast design and construction schedules, establish project objectives, optimize process operations, and recommend enhancements; prepares design and construction agenda packages for council resolution.
  • Communicates, engages, and interacts with other departments, citizens, consultants, contractors, and other government agencies to coordinate activities and provide information about projects.
  • Reviews, evaluates, and provides feedback on design plans from consultants; assists in negotiating design contracts, develops cost estimates for projects from initiation to completion; supports finding solutions for engineering problems.
  • Visits project sites in the field; ensures managers are up to date on project status and reports on project implementation and specifications; compiles construction analytics and prepares documents and reports regarding general activities, inspections, construction activities, and other findings.
  • Checks, tracks, and monitors invoices for review and approval; coordinates meetings with consultants and utility companies.
  • Performs other work required or assigned.

Knowledge And Skills

  • Ability to manage projects, review and understand design plans, and to generate timely reports.
  • Knowledge of math and engineering principles necessary to review design and construction work.
  • Skills in roadway and alley design, storm drainage system, water distribution system, sanitary collection system, aviation, facilities, and project management of engineering design and construction phases.
  • Proficient in verbal and written communication, interpersonal and active listening skills, and ability to handle challenges positively.
  • Ability to evaluate the performance of engineering consultants and construction contractors.
  • Ability to apply engineering principles and drafting skills using computer-aided drafting and design systems to design engineering plans for construction projects and process development.
  • Knowledge of project scheduling techniques and budget forecasting for construction projects and systems operation.
  • Ability to communicate effectively both verbally and in writing and to effectively communicate with citizens, consultants, contractors, and other departments.
  • Ability to read and understand engineering designs and plans, and to perform engineering calculations and evaluations.
  • Intermediate knowledge of city regulations, department standards, and state and federal regulations which affect engineering design and operating activities.
  • Ability to write technical and non-technical reports.

EDUCATION

Bachelor’s degree or higher in engineering from program accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering Technology (EAC/ABET).

Experience

Two (2) years of engineering related experience applicable toward gaining licensure as a Professional Engineer by the Texas Board of Professional Engineers and Land Surveyors (TBPELS).

LICENSES AND CERTIFICATIONS

  • Valid driver’s license and good driving record.
  • Current Engineer-in-Training (EIT) Certification with the intent to actively pursue engineering licensing/registration through appropriate training and exams.

EQUIVALENCY

  • Master’s degree or higher in engineering could substitute the required experience.
  • An individual who has passed the eight (8) hours of Fundamentals of Engineering (FE) Examination administered by the National Council of Examiners for Engineering and Surveying (NCEES) will qualify (a copy of official exam results must accompany application).

Other Requirements

Some positions may be subject to field-work and inclement weather conditions.

Ability to work full time in office, unless otherwise directed by direct supervisor.

Salary Range

$64,252.45 - $79,800.20

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
